【摘要】 知识产权中介组织是知识产权服务体系中必不可少的服务提供主体。如何发挥知识产权中介组织的作用是我国贯彻实施国家知识产权战略的关键问题之一，是提高国家知识产权服务能力的重要保障。但目前我国知识产权中介组织不仅没能在知识产权商品化过程中，为知识产权主体提供高效的中介服务，还存在着服务不规范、人员素质低、专业人才缺乏等问题。而且，目前政府及相关部门仅注重对公共服务平台构架理论的研究，学术界则较多地停留在对知识产权制度的研究上，并没能把知识产权中介组织及其绩效评价列入系统的研究范围。因此，社会各界尚未形成对知识产权中介组织的系统研究。在这一背景下，本文归纳总结了绩效评价、中介组织绩效评价以及知识产权中介组织绩效评价的相关研究现状和理论成果，深入探讨了我国知识产权中介组织的特点及其绩效评价的内在要求，借鉴了战略管理理论、顾客满意理论和服务链管理理论等先进理论，并从60余篇相关的研究文献中抽取出40个有效指标，初步构建了知识产权中介组织绩效评价理论指标体系。然后，通过实证分析对理论指标体系进行进一步修正，并综合利用了层次分析法、德尔菲法和线性加权法等绩效评价方法，对知识产权中介组织绩效进行全面、科学、客观的评价。最后，以A知识产权服务公司为例，对该指标体系进行实践验证。更多还原

【Abstract】 Intellectual property agency is the key service suppliers in the system of intellectual property service. How to uplift the performance of intellectual property agency has been one of the crucial ways to carry out the country intellectual property’s strategy and service competency. However, at present our country’s intellectual property agency has lots of problems, such as no standard, lack of professional talents, and can’t efficiently support the development of intellectual property service. Furthermore, due to focusing on construction of commonality service platform and the regulations of intellectual property, the study on the performance evaluation of intellectual property agency is neglected.In the context of this situation, the paper summarized the current research on the related theory and method of performance evaluation especially on the intellectual property agency. It also discussed the key points of intellectual property service and its impact and internal requests on performance evaluation. After referring to the advanced theories such as stratagem management, customer satisfaction and service chain management, the paper selected 41 items of indexes out of 61 related papers to complete the construction of the system of performance evaluation index. And then, the theory model was revised by demonstration. The paper also benefited from Analytical Hierarchy Process, Delphi, and linear theory splicing to the integrative evaluation method.At last, the paper indicated the necessity of the development of evaluation software for intellectual property performance. And the objective, principle, and function of the development of evaluation software were put forward to uplift the practical value of the system of intellectual property agency’s performance evaluation.更多还原
