【摘要】 村域工业的发展是中国经济社会持续健康发展的坚实后盾,在全球资源紧缺与环境问题凸显和中国经济社会寻求可持续发展之路的背景下,传统村域工业发展方式直接影响全国发展的可持续性,在当前我国经济社会全面转型的关键期,寻求村域工业的可持续发展之路尤为重要。村域工业可持续发展问题成为当前区域经济社会转型发展和“三农”问题研究的新视点。村域工业可持续发展既没有现成的模式,也没有明确的理论解析,其研究既是“三农”问题的一个新的观察视角,也是一种理论挑战。在时空特征和内外环境都有变化的新经济社会,经典可持续发展理论更多的只能作为一种纯粹的理论范式或者一种指导思想,因为特定区域、特定产业的可持续发展有其自身特有的逻辑。本文认为,村域工业可持续发展应该从村域这一特殊区域和工业这一特定产业的角度进行考察,从村域整体可持续、工业布局、产值比重和企业发展四个层面进行评判;村域具有非完整地域性、弱村域自然资源性、强地方社会特性和强对外依存性等特点。据此,本文构建了村域工业可持续发展的生态、经济、社会三大子系统,并根据科学性、系统性、可操作性和差别性的原则,选择综合集成赋权法设定具体指标权重,运用综合分值来评定村域工业可持续发展状态。最后,在浙江村域工业整体发展历程描述和村域工业可持续发展必然性与可能性分析的基础上,通过对集体企业发展型、龙头企业带动型和特色产业集聚型三类典型村域工业发展历程的考察及1980-2005年期间各村域工业可持续发展水平的评定、分析与讨论,形成了浙江发达村域工业可持续发展问题的以下基本认识:一是村域工业是特定区域与特定产业的结合;二是村域工业必须走可持续发展之路;三是村域工业可持续发展有赖于三大系统的共同作用;四是村域工业可持续发展的路径是多样的;五是村域工业可持续发展已经初露端倪;六是村域工业可持续发展仍然面临诸多挑战。并针对村域工业可持续发展所面临的问题,提出了以下改革建议:一是改革创新,建立村域工业可持续发展的新体制;二是多重推进,培育村域工业可持续发展的实现主体;三是整体统筹,探索村域工业可持续发展的有效机制;四是突出重点,加快低层次村域工业的转移或升级;五是政府转型,有序主导和推进村域工业可持续发展。更多还原

【Abstract】 The development of village-region industry gives powerful support to sustainable development for Chinese economy. Nowadays the problem of shortage of global resource is becoming more and more popular and China is keeping on seeking a sustainable method to develop Chinese economy and society. Under the background of this, the traditional developing method of Chinese village-region industry will directly affect the sustainability of economy development. For that reason, it is important to find a new and sustainable method to develop village-region industry to fulfill the great task of changing Chinese economy and society. How to keep a sustainable development of village-region industry became a new viewpoint which is concerned to the method-changing development of economy in local areas and the research of "three rural issues". There is not any mood for sustainable development of village-region industry, nor a clear explanation or theory. The research is a new visual angle, as well as a challenge of theory.The new economic society will change from character of time and conditions in and out. The traditional theory of sustainable development now just can be a normal form of theory or a guiding ideology because sustainable has its own logic in a particular field or a particular industry.This dissertation gives a statement that village-region has characteristics of uncompleted region, barren natural resource, powerful society and external dependence. In order to prove this point of view, this dissertation suggests that we should observe from the village-region and industry. Therefore, this dissertation constructed three subsystems for sustainable development of village-region, that is, ecology, economy, and society. Meanwhile, this dissertation tried to evaluate the sustainable development in village-region industry by integrative value according to the scientific, systematic, and operable principle, and under the concrete target designed by weighting method. This dissertation observed the developing history of three method of sustainable development of village-region, which includes the form of collective development, the form of industry-leading and the characteristic industry-cluster. This dissertation also evaluated, analyzed and discussed about the sustainable level of different village-region ranging from 1980 to 2005. Finally this dissertation gained several discoveries as follows. First, village-region industry is the combination of characteristic area and characteristic industry. Second, it is necessary for village-region industry to gain a sustainable development. Third, the sustainable development of village-region industry depends on the three subsystems. Next, the ways of sustainable development of village-region are various. Then, we have a good beginning of sustainable development of village-region. Finally, we will still face many challenges. Aiming at solving the difficulty we have to make a sustainable development, this dissertation gave some suggestions. First, we should reform, create, and set up a new system proper to sustainable development of village-region. Second, we should promote the practical subject of the sustainable development. Third, we should plan as a whole, and explore an effective system for village-region. Next, we should focus on the major points, and speed up the transferring and updating of low-lever village-region industry. Finally, the transferring of government can lead in a good order, then promote the sustainable development of village-region industry.更多还原
