【摘要】 从1978年永嘉桥头纽扣市场的萌芽开始,浙江省专业市场的建设就一直走在全国前列,形成一种独特的“浙江现象”。但是,随着内外部条件的变化,浙江传统专业市场面临着功能与地位下降的现实问题与理论争议。那么,是什么原因引起的,并且,如何延续其生命力以更好地服务于浙江经济,成为本文的写作初衷,并尝试着解答这些问题。本文主要围绕以下几个步骤展开。首先,从专业市场的形成出发,对其功能、类别、发展条件和趋势进行综述,并进一步分析研究的理论基础:制度变迁理论、分工理论、交易费用理论与市场区位论。其次,通过对浙江专业市场的发展历程、现状及特征的分析得知:历经20余年的繁荣发展之后,浙江省的专业市场从数量上趋于饱和,进入分化重组和规范升级阶段,传统的专业市场走向衰落。本文从销售量、交易费用、功能三方面对专业市场自身的演化规律进行分析,并采取政策原因、经济原因和市场运营与管理原因这三个切入点对浙江专业市场的衰落进行探讨。从第一个切入点来看,主要有:政府规划和服务在市场升级中落后、政府管理机会主义的出现、制度创新能力的不足、体制落差优势逐步消失;第二个切入点,从经济方面来看,主要有:分工和专业化动力不足、产业依托优势的丧失、企业脱离专业市场、需求因素的变化;从市场的运营与管理来看,交易费用的时空成本加大、商业地产开发的一些弊端以及组织与管理中存在的问题,都引起了专业市场的衰落。本文以温州市为例,分析其兴盛期、衰落的原因和表现、应从中吸取的教训。最后,结合分析结果提出持续发展的对策。一方面,市场自身要加强硬件建设、促进软件升级、改造产权式商铺、提升管理者和经营者素质;另一方面,政府应有所作为,如:加强政府能力建设;提升市场质量、强化监督机制;引导发展要素市场,建统一高效市场体系。本文还对三个典型市场提出振兴对策。此外,对于一个专业市场来说,它的生存状况涉及到社会、经济和管理诸多领域,限于本文作者个人水平,文中不少内容有待于丰富。更多还原

【Abstract】 Since 1978 Qiaotou Button Market occurred, the construction on the professional market in Zhejiang Province has been at the forefront of the country, as a specific "Zhejiang Feature". However, as the internal and external condition has been changing, consequently, traditional specified market is confronted with problems of degrading of status and wakening? Then, what results in these problems and how to extend its vitality to develop Zhejiang’s economy became author’s initial cause of writing this dissertation, and author also tries to have a study on these problems.This paper is organized as follows: Firstly, it tells the forming of the specialized market, summing up the function, the type, the conditions and trends of development. Also, it analyzes the research rationale: the theory of institutional change, division of labor, exchange cost and market location.Secondly, by analyzing development course, actuality and character of the special market in Zhejiang, the conclusion can be drawn that the market will reach its maximum in number and enter a stage of division and reintegration and upgrading after more than 20 years’ prosperous development.Then, this paper analyses the evolution law of the special market in sale quantum, exchange cost and function it probes into the decline of special market from three starting points of policy, economy and market .In the first place, there are the lagging behind of government’s plan and service in the market upgrading; the arise of opportunism of government management ,the deficiency of the system innovation, the disappearing of the dominance of the system gap. Judging from economy aspect, the problems include the deficiency of the division of labor and the dynamical of specialization, the loss of the dominance the industry relied on, the enterprise breaking away from the special market, and the demand factors changing, In the special market itself, the time and space cost of trade expenses increasing, the drawbacks in real estate exploiting and the problem of arrangement and management, all of that have caused the specialized market decline.Thirdly, Moreover, the kind of tendency is most prominent in Wenzhou, therefore, abundant cases are listed to give further explanations.Finally, based on the analysis, many suggestions are listed at the end of this dissertation. In the aspect of market, the construction of hardware needs to be reinforced, its software needs to be promoted, property-right store needs to be rebuilt, the qualities of the manager and operator need to be improved; In another aspect, the government should do something. For example, to strengthen government capability; to lead market to pay attention to quality and consolidate supervisory mechanism of government; to guide the development of factor market and establish unified efficient market system. The paper also puts forward some proposals about selected cases.Besides, as a specialized market, its survival condition involves the society, the economy, manages and many domains. Because of the limitation of individual knowledge, the author hopes this field would be farther explored by more scholars.更多还原
