【摘要】 在当今经济全球化的环境下参与竞争，信息技术是政府部门维持国家经济持续增长的一个不可缺少的工具。电子政务是信息技术应用的新的热点，而建立体系结构合理、具备综合性、设计性、应用性和多层次教学的梯度实验项目，具有跨学科的实现教学、科研和社会服务三位一体的综合性电子政务实验室对积极进行电子政务的探索与实施将起到重要的推动作用。本文从电子政务的基本内涵及国内外发展状况出发，分析了创建电子政务综合实验室项目的可行性和设计方案，及应注意的几个特殊问题，并系统地分析了目前电子政务实验室所应面对的问题。电子政务综合实验室是建立模拟一体化的电子政务体系，由一系列相互关联、相互调用的工具构成，系统管理人员经过培训，可以在不了解数据结构，不了解逻辑实现过程的情况下，完成对资源信息、业务规则和空间数据、表单数据的配置，快速搭建应用系统。当机构、岗位、业务、流程、表单、公文模板、地图等资源与环境对象发生改变时，通过“搭建”、“配置”、“部署”的方式对系统作调整，以适应不断变化的用户需求。其主要的教学方式是让学生在模拟环境下，分别以公众、企业、政府公务员等不同的角色进入教学模拟系统的前台和后台进行实际操作，从而使学生了解电子政务的整体形态，政府内部管理与外部管理和服务等各个电子政务系统运行的方式。更多还原

【Abstract】 In today’s environment of economic globalization, information technology has been an indispensable tool to maintain the country’s sustained economic growth. E-government is a new area in the application of information technology. The establishment of a rational structure and the gradient of pilot project with an integrated, design and application of multi-level teaching usage and the realization of interdisciplinary teaching, scientific research and social services in-one integrated e-government laboratory will play an important role in promoting the exploration and implementation of e-government. From the basic content of e-government and its development at home and abroad, this paper analyzes the feasibility and design program of the creation of e-government laboratory project and several special problems that should be noted, then systematic analysis problems that the current e-government laboratory should be faced.E-government is the establishment of comprehensive laboratory simulation of integrated e-government system. It contains a series of interrelated and mutually called tools. After system administrators trained, they can distribute the information resources, business rules , spatial data, and form data, and rapidly apply system structures, without being awareness of the data structure and understanding the logic implementation of the circumstances. When institutions, post, business, process, form, document templates, maps, and other resources and environmental changed, through "structures", "configuration", "deployment" method to adjust the system to meet the ever-changing user needs. Its main teaching method is to ensure that students in a simulated environment, respectively, to enter into front and back of the simulation teaching system for the actual operation with the role of the public, businesses, civil servants and so on, thereby enabling students to understand the overall e-government forms, government internal management with external management and e-government services, and the way of other operating systems.更多还原
