【摘要】 行政民主化的时代,民主的理念集中地体现为公民直接参与公共行政,并逐渐发展成为公民与政府合作的互动共治模式。善治理论正与此契合。本文以善治理论为研究视角,以A市市政广场拆迁为切入点,从应用研究层面探讨我国公民参与和政府回应的路径选择,以及在城市房屋拆迁中如何实现有效公民参与和政府回应机制的问题。为此,本文首先界定分析了公与参与与政府回应的内涵、相互关系、理论基础、现实基础和发展趋势。然后解剖城市房屋拆迁过程各种利益者的行为及动力、并以A市市政广场拆迁为例,从政府机构、市民社会、利益表达三个方面透视中国公民参与和政府回应的现状和问题,分析其存在的制约因素,再将善治理念的导入我国公民行政参与和政府回应中,以善治的理念来提出克服我国公民行政参与和政府回应中的制约因素、促进我国公民参与和政府回应的五条实现路径。最后探讨以完善利益表达和沟通机制方式,实现有效公民参与和政府回应,化解城市房屋拆迁矛盾纠纷的对策建议。更多还原

【Abstract】 During the days of democratic administration, democratic intention central embodies civic participation in democratic administration directly and progressive develops to be the model of Interactive Rule that citizens and government cooperation increasingly. The theory of Good Governance just agrees with it. This article approaches the path choosen of civic participation and government response from applied and research dimension, with research perspective of the thought of Good Governance and starting point of A city’s municipal plaza demolition. To the end, this article firstly defines and analysis the connotation、mutual relations、origin theory、realistic foundation、evolution trend and main practice ways of civic participation and government response. And then, anatomies the action and impetus of all stakeholders in the process of building demolition, and take the demolition of A city’s municipal plaza for example, perspectives the status of Chinese citizens’ participation and government response from 3 paths--Government、Civic Society、Expression of Interest, analysis constraints, introduces the thought of Good Governance into civic participation and government response, raises 5 paths to overcome the constraints of civic participation and government response and promotes of it with the thought of Good Governance. At last, discusses the path to realize effective civic participation and government response and countermeasures of dissolving city building demolition through the path of perfecting expression of interest and communication mechanism.更多还原
