【摘要】 义务教育作为重要的基础教育，赋予个人基本的知识与技能，塑造其健康的心灵与人格，是受教育者人生发展的基础平台。我国是农业人口居多的国家，农村义务教育水平关系到国家和民族的未来。因此，无论从理论还是从社会需求来看，义务教育都是一种公平性显著的公共产品。当前我国农村义务教育中还存在诸多不公平现象。而形成这些不公平问题的主要原因，是由于对农村教育投入的公共政策不公平所导致的。教育公平性是解决社会差距的最终手段，因此，教育公平是公共财政政策对教育投入的最终目标。近年来，从中央到地方的各级政府都用了相当的财力来解决教育投入问题，但当前教育财政支付水平及政策的公平性，还远不能满足当前农村义务教育发展的需求。因此，研究公共财政政策如何实现义务教育公共投入的公平分配，意义尤为重大。目前学界关于农村公共产品的研究基本停留在理论界说层面，对于现实的农村义务教育投入需求的状况，缺乏实证性研究数据的支撑和经验的供给，这使相关研究难以获得进一步地深入。笔者因参与了导师的《社会转型期我国农村基础教育公平问题研究》的课题研究，进行了相关的实地调查。希望在对江西农村义务教育公共投入现状描述及公共投入政策的深层次原因分析的基础上，能较为深入地讨论农村义务教育公平性问题，并提出以农村义务教育公平需求为导向的农村公共产品供给制度的理论构想。更多还原

【Abstract】 Compulsory education is an important basic education, which is entitled to personally essential knowledge and skill, which shapes personal healthy mind and personality, which is elementary platform of educator’s life development. Rural population prevails in China. The level and development of rural compulsory education are related to the future of country and People. Consequently, whether we see from theory or social need, it’s obviously equality that education is public product. Whereas, presently , Chinese rural compulsory education exists lots of unfair phenomena. The reason is that the public policy of rural educational investment is unfair. Educational equality is the final means to solve social gap. Hence, educational equality is the final aim of public fiscal policy for education. Recent year, from central to local governments have used much finance to resolve educational investment, but the level and policy equality of present education fiscal payment have a long way to meet the needs of present rural compulsory educational development. Consequently, it has important meaning to study public fiscal policy how to realize the public allocation of compulsory educational public investment.At present academic circles, the study on rural public product stays in theory. The study on requirement state of realistic rural compulsory educational investment lacks support of practical research data and providing experience, which makes relevant study difficult to further research. We hope that we can further discuss rural compulsory educational equality and put up with theoretical concept of rural public product allocating system guided by the rural compulsory educational equality through describing the status quo of Jiangxi rural compulsory educational public investment and the base of further analyzing public investment policy.更多还原
