我国港口投融资政策评价研究

【摘要】 港口是城市与地区社会经济发展的基础,在国民经济和外贸中发挥着重要的作用。随着经济一体化的进程,世界港口的需求越来越大。港口资金来源的紧张和社会对港口需求的扩大之间的矛盾使港口投资成为热点,港口投融资政策已成为世界各国所重视的。自我国放开港口投资股比政策颁布以来,迄今已有5年时间,这中间经历了一个从盼望放开港口投资股比政策早日出台,到放开港口投资股比政策执行的可操作和执行的力度,以及放开港口投资股比政策如何适应形势发展变化而发生疑惑的历史过程。因此,对放开投资股比政策的制定背景和执行机制进行研究,结合放开港口投资股比政策的绩效评价,深入剖析放开港口投资股比政策的实际内涵,进而改进政策的制定方式和方法,使之发挥应有的作用是非常重要的,具有重要的理论价值和实际意义。本文首先介绍了我国港口发展的历史沿革,然后介绍了我国现行的港口投融资政策,并对我国现行的港口投融资政策进行了简单的分析;其次讨论的是港口投融资政策绩效评价问题,通过对政策制定、实施及其效果后评价的相关研究,初步提出了港口投融资政策的评价指标体系,对指标体系的指标构成,相对权重的选取、综合评价的测算方法提出了自己的观点;再次,以放开港口投资股比政策为例,进行了具体的评价操作;最后对港口投融资政策提出了一些相关建议。在本文的研究和撰写过程中,应用了很多数据、图表和经济学的一些理论,采用了定性分析为主,定性和定量分析相结合的方法。期望通过以定性分析为主,定性分析和定量分析相结合的方法,对我国港口业利用外资提出的政策建议更具有科学依据和实用价值。关于综合评价指标体系有很多种,本文借鉴宏观经济效果评价指标体系的设置原则,分析港口投融资政策对国民经济宏观贡献的特征,结合我国港口投融资政策制定和实施的实际,提出我国港口投融资政策评价指标体系,更有针对性和实用性。更多还原

【Abstract】 Ports catalyze the economic development of a city or an area. It also plays a key role in the national economy and foreign trade. With the development of the economic globalization, the demand for port service is increasing. There has been much discussion recently about the contradiction between the insufficient capital supply and the urgent need for enlarging port capacity. So the investment and financing policy of the port has now moved to the top the agenda. Since the policy of unloosing the investment proportion of external funds was issued, have seven years gone, it go through a historical course from expectation of policy issue as soon as possible, get to feel uncertain about the maneuverability and dynamics of policy execution, and how it adapt to situation development and change. Therefore, study the formulation background and execution mechanism of the policy, combining the performance of the policy is appraised, analyze the actual connotation of the policy deeply, moreover improve policy formulation way and method , it is very important to make it effective should be, that will have important theory value and actual meaning.In this text, first, it introduces the history of port development in our country, and then it introduces the investment and financing policy of the port in our country now and analyzes this policy. What this text probed is the question of the port investment and financing policy performance appraise, through the relevant research of the establishment, actualization, result post-evaluation of the port investment and financing policy, index system was put forward tentatively about the port investment and financing policy appraise, and the index of the index system formatting, relative weight choosing, and comprehensive appraisal method, bring forward one’s own view. And it took the police as an example, operated concretely and gave some suggestions on the improvement of the investment and financing policy of the port.In this thesis, a large number of data, chart and economics theories are included. Both qualitative and quantitative analyses are used and the former dominates the whole piece. It is expected that by using this kind of methods the proposal in the thesis will be more scientific and practical. Although kinds of about comprehensive evaluation index systems existed, this research according to its macro-contribution to national economy and creating principles, combined the reality that the investment and financing policy of the port is made and implemented, proposed that the port investment and financing policy evaluation index system ,is more pointed and useful.更多还原
