大连市和谐社会评价指标体系及综合评价方法研究

【摘要】 构建和谐社会，是转型中国改革发展进入关键时期后，自觉提出的一项重大任务，它从根本上体现了广大人民群众的根本利益和共同愿望。构建社会主义和谐社会提出以后，如何构建一套统计指标体系对其进行评价和综合测度，以更好地促进社会的和谐发展，成为当前需要认真研究的一项课题。本文参照国家统计局课题组、国内相关专家、学者及其它省市开展的有关和谐社会指标体系的量化研究成果，结合大连市现状，尝试构建了一套和谐社会评价指标体系，并运用此指标体系测算大连市和谐社会的发展程度，对于促进大连市和谐社会的建设及不断提高社会和谐水平都具有重要的现实意义。本文的结构安排及内容如下：第一章主要说明论文的研究目的、研究方法和独立工作，并从国家统计局课题组、国内有关专家、学者以及各地区三个方面系统介绍现有的有关和谐社会指标体系的量化研究成果。第二章介绍了社会主义和谐社会的科学内涵及基本特征，并阐述了构建社会主义和谐社会同全面建设小康社会的关系，最后以和谐社会的科学内涵为出发点，根据构建和谐社会指标体系的基本原则，并结合大连的实际情况，初步设计了一套由6个一级指标、26个具体指标构成的大连市和谐社会评价指标体系。第三章介绍本文所采用的和谐社会综合评价方法，运用层次分析法确定评价指标体系中指标的权重，并用模糊隶属度函数的方法对指标进行无量纲处理，最后采用综合评价模型测算大连市近期的和谐社会发展程度。第四章是本文的实证研究部分，首先对大连市2001-2005年的和谐社会现状进行分析，然后利用大连市2001-2005年的数据，根据构建的大连市和谐社会评价指标体系，计算近期的大连市和谐社会指数。第五章为本文的主要结论、政策建议及趋势展望。其中政策建议均从本文的计算结果角度出发，未考虑政策的全面性。本文的独立工作有：1．总结国家统计局课题组、国内相关专家、学者和各地区在构建和谐社会指标体系过程中的量化研究成果。并从指标体系名称、构成、发布时间、特点和构建指标体系的单位五个方面对各地区指标体系的构建情况进行了综合比较。2．根据和谐社会的科学内涵，在总结评价现有研究成果的基础上，结合大连市现状，初步设计了大连市和谐社会评价指标体系。3．运用综合评价的分析方法对大连市和谐社会的发展程度进行量化研究。4．利用层次分析法计算指标权重时，使用MATLAB软件比传统的方法更加简便易行。更多还原

【Abstract】 Constructing the harmonious society is a great important task that has been raised naturally when the reform and opening policy in China has reached its essential stage at the transitional period, which reflects the fundamental interests and common wishes of the broad masses of the people. Since the construction of the harmonious society was proposed, it has became an issue which had to be studied seriously that how to establish a set of index system to evaluate it. The paper tries to establish a set of appraisal index system of harmonious society, based on Dalian’s reality, taking the past research achievements of the National Bureau of Statistics, the relative specialists, scholars and other provinces as reference, and makes use of the appraisal index system of harmonious society to calculate and measure the developing degrees of social harmony in Dalian. It is significant to promote the construction and raise the standard of the harmonious society.The dissertation is organized as follows:Chapter one presents the main purpose, the method, the independent work of this paper, and summarizes the past research achievements of the National of Bureau Statistics, the relative specialists, scholars and other provinces.Chapter two introduces the connotation and basic characters of the harmonious socialist society, and elaborates the relation of constructing the harmonious socialist society and the well-off society in all-around way. Based on the basic principles and taking the connotation of the harmonious society as consideration, the paper establishes a set of appraisal index system of harmonious society, which consists of 6 junior indicators and 26 specific indicators,.Chapter three proposes the method of comprehensive evaluation, using the Analytic Hierarchy Process (AHP) to determine the weights of evaluation indicators, utilizing the fuzzy subjection function to do the non-dimensional deal with the indicators, and obtaining the comprehensive results of judgment through the model of comprehensive evaluation.Chapter four is the demonstration section of the dissertation. Firstly, it analyzes the present situation of harmonious society in Dalian from 2001 to 2005. Secondly, it makes use of appraisal index system of harmonious society to calculate and measure the developing degrees of social harmony in Dalian recently with the data in Dalian’s statistics yearbooks.Chapter five is the main conclusion, policy suggestions and tendency. The policy suggestions are based upon the calculating, regardless its integrity.The new ideas in this paper are as followings:1. It summarizes the past research achievements of the National Bureau of Statistics, the relative specialists, scholars and other provinces. And it compares the appraisal index system of harmonious society on name, composition, time, characters and section.2. It establishes a set of appraisal index system of harmonious society, based on Dalian’s reality, taking the past research achievements of the National Bureau of Statistics, the relative specialists, scholars and other provinces as reference.3. It utilizes the method of comprehensive evaluation to calculate and measure the developing degrees of social harmony in Dalian.4. It is much easier to use software-MATLAB to calculate the weights of evaluation indicators.更多还原
