论科学发展观视野下的善治理念

【摘要】 善治是指通过政府与公民及政治国家与非国家或非政府所属的民间组织和民间关系对公共生活的合作管理和伙伴关系，以求达到公共利益的最大化的社会化治理过程。国内外有很多学者关注并研究治理与善治问题，有关治理与普治的论文，专著，研讨会也在学术界不断涌现，但各国学者对善治的研究并不像对治理研究的那么透彻，甚至没有一个权威的定义和一套被人们普遍接受的独立的理论体系。有关善治的文章虽然层出不穷，但很少有以善治本身为根本研究点，多是从侧面利用善治理念阐明其它问题。因此本论文试图通过对善治一系列系统化的研究和论述，使善治理念的概念和内涵能更加完整更加明晰的得以呈现，并在此基础上从多个角度对善治理念进行更具时代感和更贴近中国国情的阐述。本论文主要包括三个大部分：第一部分，从对传统的统治理念的否定开始，接着对治理理念局限性进行论述，经过这一系列理论推导，最后得出善治理念具有统治和治理无可比拟的优越性这一结论；第二部分，对善治的属性从社会和政府两个不同的角度进行分类和论述。试图通过对这些属性的论述，使对善治的理解更加全面、具体、生动；第三部分，把对善治的理解同中国具体国情相结合。重点论述我国根据时代发展要求提出的科学发展观所涵盖的五个科学理念中蕴涵的善治理念，是对善治的理解更加深刻和更具时代感的认识。科学发展观视野下的善治理念，是指导我们国家实现社会和谐、国家安定、人民团结的一个重要执政理念。科学发展观视野下的善治理念，既是对统治理念的辩证否定，又是对治理理念的超越升华。科学发展观的根本目的是要实现经济社会和人的全面发展，同善治所要达到的使公共利益最大化的目标具有异曲同工之妙。科学发展观赋予善治理念以崭新的时代内涵，而实现这种被赋予新内涵的善治目标的途径和方法也被赋予了崭新的内容。更多还原

【Abstract】 Good governance is the cooperation between the government and the people. The aim of good governance is the realization of the maximum of the public interest. There are many scholars who pay a lot of attention on the research of the governance and the good governance, the articles about the governance and the good governance also become popular in the scholarly sphere. But their research is not deep going. They even did not given a proper definition and there is no one theoretical system acceptable. The main object of their articles is the research of the other problems based on the theory of good governance. So the purpose of this theme is to make the theory of good governance become complete and clear through the systematic explication.There are three parts in this theme: the first part is a theoretical inference. The inference start with the theory of government, and then the theory of governance, at the end, there will be a conclusion that the theory of good governance is superior than the theory of government and the theory of governance; The second part is the presentation of the belongings of the good governance. In this part, there are two offsets, one is the presentation of the belongings of the whole society and the other one is the presentation of the belongings of the government. The purpose of the presentation is to make the theory of good governance become complete and living. The third part is the statement of the good governance in the view of the Scientific Development View. The purpose is to make the theory of good governance become closer with the modern time.The theory of good governance in the view of the Scientific Development View is superior than the theory of government and the theory of governance. The aim of the Scientific Development View is the development of both the society and the people. It is the same with the aim of good governance.
