湖北高校科技创新能力综合评价
Comprehensive Evaluation on the Science and Technology Innovation Ability of Hubei Colleges and Universities

【摘要】 国际竞争日益体现在高科技及其创新人才的竞争上,不同国家和地区都在不断地建立和完善国家创新体系和地区创新系统,旨在在未来的国际竞争中占有一席之地。高等学校作为科技创新系统中的重要组成部分,是知识创新、知识传播、技术创新和高层次人才培养的基地。地处中部的湖北具有高等教育与人力资源的优势,对湖北高校科技创新能力进行研究,不仅对提升湖北高校科技创新能力具有很强的实践指导意义,而且对促进高校在区域创新系统中发挥科技创新作用具有理论研究价值。本文在对科技创新理论,国家创新系统等理论分析的基础上,运用调查研究与比较分析相结合等分析方法,从高校科技创新能力的重要意义和国家创新系统的概念出发,论述了高校在国家创新系统中的重要作用,并进行了国内外高校在国家科技创新系统中作用的比较分析。研究了国内高等学校科技创新的基本情况、发展趋势和我国高校科技创新工作中存在的问题,并对湖北高校科技创新能力进行了具体分析。本文共分五章,第一章研究背景及研究的内容、方法及特点,第二章分析了高校科技创新能力与国家科技创新系统,第三、四、五章为本文的重点,对我国高校科技创新现状和湖北高校科技创新能力进行了研究分析,在此基础上,建立了高校科技创新能力的综合评价指标体系,对评价方法进行评析与选择,进行了实证分析,最后提出了提高湖北高校科技创新能力的对策与建议。由于目前我国还没有比较系统的评价大学科技创新能力的定性与量化结合的评价指标体系,所以本文在进行了大量的系统分析和比较研究后,建立了一套较为全面的针对高校科技创新能力的综合评价指标体系,并采集了相关的数据,运用因子分析法,对湖北高校的科技创新能力做出了较为准确的定位和较为客观的评价。通过对评价结果的分析,找出了影响湖北高校科技创新能力提高的主要问题,并针对这些问题提出了相关建议。为湖北高校今后科技工作的发展提供了参考依据。
【Abstract】 International competition is embodied in high technology and their talented person competition being innovative gradually. In order to occupy a space for one person in future international competition, the different country and region is innovative systematically all in unceasingly, founding and perfecting national innovation system and area. University is important component in new idea in science and technology system, and it is knowledge innovation, knowledge dissemination, technological innovation and high-level personnel training base. Hubei, is located in the central section, has higher education and the advantage of human resources. Studying Hubei colleges and universities scientific and technological innovating ability, not only has very strong practice guiding significance to lifting Hubei colleges and universities, but also has theory to boosting colleges and universities bringing the new idea in science and technology effect into play in area system studying value.This article proceeds from important meaning of the innovation ability of Sci-tech and concept of the national system, discusses the important function in the national innovation system of the university, consult the overall strategically planning of the national relevant department, studies international and domestic universities’ basic situation, development trend, and overall train of thought of the development of scientific and technical innovation in our country’s universities. This article is composed of five chapters. The first chapter is content, method and characteristic studying background and studying. Second chapters have analyzed the innovation ability of Sci-tech and concept of the national system. Third, fourth, fifth chapters is the main body of this article. They analyze the Sci-tech current situation of the universities and the Sci-tech innovation ability of Hubei colleges and universities, and set up a set of comparatively overall comprehensive evaluation index system directed against the Sci-tech innovation ability of the university, and have submitted countermeasure and suggestion improving the Sci-tech innovation ability of Hubei colleges and universities. Because our country still has no system of statistical indices which can appraise systematically for Sci-tech innovation ability of the university at present, so this article, after carrying on a large amount of systematic analysis and comparative study, has set up a set of comparatively overall comprehensive evaluation index system directed against the Sci-tech innovation ability of the university, and chosen relative data as target of appraising, used the factor analysis, has made comparatively accurate localization and objective appraisal on the Sci-tech innovation ability of Hubei colleges and universities. Through the analysis to the result of appraisal, the author has found out the main problems which influence the Sci-tech innovation ability of Hubei colleges and universities to promote, and carried on the research of management and countermeasure directed against these questions.
