【摘要】 随着生产的社会化和世界经济的全球化,港口已经成为我国国民经济和对外贸易发展的重要基础。特别是在我国加入WTO以后,国际间经济合作机会的增多,使港口的地位显得愈来愈发重要。港口建设和投资的热潮正在全国范围内兴起。但是港口建设项目一次性投资巨大,建设周期较长,而且具有很强的专用性,建成后很难改作他用。因此,对于港口建设项目在投资前期的评估就显得格外重要,也越来越多地受到投资者的广泛关注。为了确保港口建设项目在经济上的可行性和合理性,为了避免投资者因决策失误而造成的重大经济损失,本文以项目评价的理论和方法为基本工具,以港口建设项目为主要研究对象,对项目综合评价相关理论展开探讨,并结合港口建设项目的特点建立综合评价的指标体系,采用模糊综合评价方法建立相关评价模型,并通过工程实例对论文提出的理论和方法进一步加以验证,从而确保港口项目的良性发展。本论文共分6个部分:第一部分,概括介绍本课题的研究目的和意义、国内外项目评价方法及港口建设项目评价理论的研究发展状况,引出本论文所要研究的主要内容和方法。第二部分,从港口建设项目的内涵、分类、特点及我国港口建设项目的概况四个方面对本课题的研究对象进行深入探讨。第三部分,研究探讨港口建设项目综合评价的基本概念,并对其主要内容包括财务评价、国民经济评价和社会评价进行了基本理论研究。这一部分是本课题的主要理论基础。第四部分,结合港口建设项目自身的特点和综合评价的基本理论构建港口建设项目综合评价的指标体系,并对项目综合评价模型展开研究。本文把模糊综合评价方法应用于港口建设项目的综合评价中,并针对项目综合评价指标体系建立相关模型,从而实现对项目的综合评价。第五部分,利用多层次模糊综合评价模型,对江苏泰州港靖江港区新港作业区二期码头工程进行综合评价,使本文提出的理论和方法得到进一步的验证。第六部分,总结与展望。对本文的研究工作做出总结,得出结论,并对以后的研究工作作出展望。更多还原

【Abstract】 With the socialization of production and the globalization of world economy, the port has become the important foundation of China’s national economy and foreign trade. Especially after China entering the WTO, international economic cooperation opportunities increased, status of the port seems more and more important. Port construction and investment is booming all over the world. But the port construction project has huge one-time investment and longer construction period, highly dedicated as well as very difficult for other use once completed. Therefore, the evaluation before investment on port construction is important, and has gained more and more attention of the investors.In order to ensure the economic feasibility and rationality of the port construction projects as well as avoid huge economic losses due to error decision of the investors, this paper uses project evaluation theory and method as its basic tools, port construction projects as major research subjects, explores the relative theory of project comprehensive evaluation, then set comprehensive evaluation index system and model combining the characteristics of port construction projects, ensure the healthy development of port project by further testing the theory and method with project examples. This paper is divided into six parts:The first part generally introduces the purpose and significance of the subject, domestic and international evaluation methods and research development status of the port construction evaluation theory, which leads to the main research content and methods of this paper.The second part makes further exploration on the research subject from the following aspects: connotation, classification, characteristics and overview of the port construction project.The third part researches on the basic concept of comprehensive evaluation of port construction project and its main contents included financial evaluation, the evaluation of the national economy and social evaluation. This part is the main theoretical basis of this issue.In the forth part, comprehensive evaluation index system and model of the port construction was set and researched combining the characteristics of port construction and the basic comprehensive evaluation theory. In this paper, fuzzy comprehensive evaluation method was applied to the port construction projects comprehensive evaluation with the comprehensive evaluation model set so as to realize the comprehensive evaluation of the project.In the fifth part, by applying the multi-level fuzzy comprehensive evaluation model to the Jingjiang of Jiangsu Taizhou Port Newport operation zone two terminals, the theory and methods proposed in this paper was further verified.
