【摘要】 项目是企业的细胞，工程项目管理是施工建筑企业管理的基础和重要组成部分；项目是企业生存的灵魂，工程项目管理的好坏直接决定着企业的成败。因此，对建筑施工企业加强项目管理研究很重要。在铁道部主辅分离和跨越式发展的大背景下，原昆明铁路局下属的昆明铁路建设公司通过企业合并加入中铁八局集团。经过三年新的发展，昆明铁路建设公司依然暴露出的诸如项目管理管理混乱、项目亏损严重、质量信誉评价下滑、工程进度严重滞后、企业经济效益增长不明显等许多问题，项目管理中的诸多问题对公司的发展带来很大影响。为了扭转昆明铁路建设公司成长中的不利局面，本文首先介绍了工程项目管理的基本理论，阐述了企业自然状况和发展现状，结合企业合并给昆明铁路建设公司带来的有利条件，然后从企业战略管理角度出发对昆明铁路建设公司所在行业环境和企业的竞争能力进行分析，认为只有加强项目管理才是解决昆明铁路建设公司工程发展的根本办法。研究提出首先昆明铁路建设公司必须对项目管理流程进行再造，理顺项目管理的思路，实现项目管理的规范化，解决项目管理中的混乱局面。研究进一步提出昆明铁路建设公司通过全面推行目标管理(MBO)提高项目管理的执行能力，通过综合应用项目经理责任制、项目成本核算制的思想建立起昆明铁路建设公司相应的管理模式实现对工程项目管理的有效控制；为了确保项目管理的可持续发展，解决工程项目管理中责任心不到位、机制不健全，激励手段欠缺等问题企业必须构建与项目管理配套的支持系统，研究认为昆明铁路建设公司有必要完善企业内部管理制度，进一步提升企业文化以及加强企业科学技术的创新和应用。只要坚持求真务实的精神，通过一系列思路和方法的应用，昆明铁路建设公司一定能够走出发展的困局，实现项目效益的最大化、项目管理能力的提升和企业的长久发展。本文的研究期望能解决昆明铁路建设公司项目管理中的一些现实问题，构建出建筑施工企业工程项目管理模式，同时为其它施工企业解决施工项目管理问题提供借鉴和参考。更多还原

【Abstract】 Project is the cell of business enterprise, the engineering project’s management is the foundation and important constitute part of a construction enterprise; The project is the soul of a enterprise, The quality of engineering project management is direct decision on success or failure of an enterprise. Therefore, to strengthen project management research power for construction enterprise is necessary.Kunming railway construction company an original inferiority of Kunming railway bureau, After a enterprise merger to join chinese railway eighth civil engineering group corporation (CREG). Through three years of new development, Kunming railway construction company still exposed of many problems such as project management confusion, loss in the project, quality evaluation fall, Progress of project Fall behind severely, economy performance growth not obvious etc. which bring very bad influence to company development.In order to change the disadvantageous situation of Kunming railway construction company, First this study introduce the basic theories of engineering project management, and elaborate Kunming railway construction company’s present nature conditions, also showing out beneficial conditions to Kunming railway construction company with combining strategy; then from the enterprise strategy management set out to Kunming railway construction company, only strengthen project management can be solve Kunming railway construction company engineering development. Second the research advise Kunming railway construction company re-adjust the process of project management, carry on give a new life, realize project management of the norm turn, standardize, procedure, agreeable project management of way of thinking, solve project management’s confuse situation. Research put forward Kunming railway construction company must pass overall implement management by objectives(MBO) to exalt project management performance ability, further implemeng the thought of the Responsibility system of construction project manager and the cost calculation system of construction project manager project comprehensively to establish the management style of Kunming railway construction company, To realize engineering project management control validly and effectively; For insurance the project management can keep on developing, and solving the responsibility of engineering project、management policy、encourage means in the management etc. Enterprise have to set up support system of project management kit, and at the same time researching think Kunming railway construction company must perfect inner part management system of business enterprise, further promoting corporate cultures and strengthen business enterprise science technique innovation and application, as long as persistent the spirit of true practicality, Kunming railway construction company can certainly come out of difficulties, realize maximize of project performance, management ability will be promoted a higher stage and realize long-last development.
