【摘要】 公用事业是受公用利益影响较大的产业,它因巨额专用投资产生沉淀成本削弱了利用市场竞争机制产生一流绩效的能力。长期以来,在消费者和公用事业运营者之间一直存在渴望“双赢”的态势:消费者要低廉的价格、优良的服务,公用事业运营者要维护他们的资产并企图赚取垄断利润。如何面临目前的形势和问题,尽快采取强有力的措施,打破我国公用事业的长期垄断,实现公用事业商业化运营,已经成为中国经济体制改革不可回避的焦点问题。近年来,随着我国市场经济体制改革的不断深入,经济全球化和经济竞争日益加剧,尤其是加入WTO后,要求市政公用行业的发展必须与国际接轨,遵循国际规则,公平地接受竞争和挑战。城市公用事业长期由政府主管下的国有企业和事业单位直接经营的局面正在发生深刻的变化,在建设部相关文件的指导下,正步向投资主体多元化、建设运营市场化、政府监管法制化的方向发展,政企分开、政资分开、政事分开的局面正在形成。正如其他方面的改革一样,在我国的城市公用事业市场化发展过程中,也出现了一些问题,如价格不断上涨、收费偏高、负债投资过度等,需要在以后的改革和发展中予以解决并避免此类问题的发生。本文首先阐明研究主题与意义,对国内外研究现状进行了回顾,概括本文写作中的主要研究方法,并阐述本文的结构设计,为全文写作做一定的铺垫。接着从政府规制的基本理论入手,从城市公用事业的特征和现状论证了政府规制的必要性,并提供理论依据。在对英国、美国、新加坡公用事业市场化中的政府规制进行了比较研究,总结它们的经验共性,并指出应结合我国国情适度规制。在此基础上,分析我国现行政府规制存在的问题及其原因,提出应构建规范的政府规制体系,并提出一些建议,以期能对我国公用事业政府规制的健全和完善有所裨益。更多还原

【Abstract】 Public Utilities is a greatest utilities impact on the common interests of the public Interests. it has a unique contract, that is a result of huge private investment sunk costs weakened the use of the mechanism of market competition have first-class performance capabilities. For a long time, there are eager for win-win between the consumers and the public utilities. Consumers call for lower price and quality servers, and the public utilities want to safeguard the assets and maintain the profit. In order to public utilities Realizing Market-oriented , How to deal with the present suitation and problem, take stronger measure ,to broke the ice of the long time of by public utilities is become the focus problem.Recent years, with the market-oriented reform, Economic globalization And economic competition increasing, Special when enter WTO, it demand public utilities must meet the need of international require, Fair to accept competition and challenges. For a long time, City public utilities was mange by government in the way of State-owned enterprises has deeply changed by the Guidance of The Ministry of Construction,First,the paper describe the topic and the meaning of research, and recalling the suitation of home and abroad research, then concluded the way of this research. In preparation for the article, we have describe the Structure of the paper. Second, at the beginning give a define of government regulation, proves the government rules and regulations necessity from the city public utilities characteristic and the present situation, and provides the theory basis. In to English, American, in the Singapore public utilities marketability government rules and regulations has conducted the comparison research, summarizes their experience general character, and pointed out should unify our country national condition suitable divider.
