【摘要】 生态工业园区是依据清洁生产要求、循环经济理念和产业生态学原理而设计建立的一种新型工业园区,是一个复杂系统,按照一般的管理手段和制度很难保证生态工业园区的正常运行,本文尝试通过构建生态工业园区管理系统来解决这一问题。本文在分析七台河煤炭生态工业园区管理系统的研究背景、意义和目的以及研究现状的基础上,回顾了生态工业园区理论、工业生态学理论、循环经济理论和三元参与理论。论文的主体部分首先介绍了生态工业园区的国内外发展现状和七台河煤炭生态工业园的现状,在此基础上揭示了生态工业园区在运行和管理中存在的六大问题,包括;1、缺乏生态管理理念;2、企业参与生态工业园区缺乏主动性;3、存在交易风险;4、缺乏人才引进机制;5、缺少完善的信息管理系统;6、现有管理制度和方法会诱使园区企业产生不合理行为;然后又研究了生态工业园区运行模式、管理模式和生态管理方法,构建了七台河煤炭生态工业园管理模式;论文最主要是以七台河煤炭生态工业园区为框架构建了生态工业园区管理系统,该系统包括三个子系统;控制子系统、危机管理子系统和信息管理子系统;最后论文还提出了五项保障七台河煤炭生态工业园区管理系统顺利实施的措施。更多还原

【Abstract】 Eco-industrial Park is one kind of new industry garden area which is designed and established based on the clean production request, the circular economical idea and the industrial ecology principle. It is a complex system. It is very difficult to guarantee the Eco-industrial Park’s normal operation according to the general management method and system. This dissertation attempts to solve these problems through constructing the Eco-industrial Park’s management system.In the basis of analyzing the research background, the significance and the goal as well as the research present situation of the Qitaihe coal Eco-industrial Park s management system, this dissertation reviews the Eco-industrial Park theory, the industry ecology theory, the circular economy theory and the three yuan participation theory. The main body of this dissertation firstly introduces the Eco-industrial Park’s domestic and foreign development situation and the Qitaihe Eco-industrial Park’s present situation, promulgates six major problems which exist in the operation and management of Eco-industrial Park. These problems effectively are lacking ecology management idea; the enterprise lacks the initiation of participating the Eco-industrial Park; there is transaction risk; lacking introduction of talent mechanism; lacking perfect information management system; the existing management system and management method may entice the garden enterprise into having the unreasonable behavior.Then the dissertation studies the movement pattern, the management pattern and the ecology management methods of the eco-industrial park, also constructes the Qitaihe coal Eco-industrial Park’s management pattern. The dissertation mainly constructes the Eco-industrial Park’s management system taking the Qitaihe coal Eco-industrial Park as the frame. This system includes three subsystems: the control subsystem, the crisis management subsystem and the information management subsystem. Finally the dissertation also proposes five countermeasures which make the Qitaihe coal Eco-industrial Park’s management system operate successfully.更多还原
