构建和谐社会进程中农民工权益保障问题研究

【摘要】 农民工问题，一直是社会各界关注的焦点。农民工之所以引起社会关注，是因为他们从出现之日起就处于权益缺失的状态。针对这一问题，各界学者提出了很多对策和措施。但这一群体的现状仍令人担忧，已成为社会不和谐的音符。在大力提倡和谐社会的今天，消除各种不和谐因素是当务之急。基于此，笔者以构建和谐社会进程中农民工权益保障问题研究为题，对农民工权益保障对策进行了一定探讨。本文分为四个部分：第一部分，阐述了和谐社会的思想渊源及内涵特征，通过对和谐社会实质的把握，挖掘构建和谐社会与农民工权益保障的关系，明确构建和谐社会进程中保障农民工权益的重要意义。第二部分，分析了当前农民工的权益现状。这一部分从政治、经济、文化、社会保障、身心健康几个方面，对当前农民工权益方面存在的问题进行了阐释，真实再现了农民工权益缺失的现状。第三部分，在前面分析农民工权益现状的基础之上，探讨了农民工权益缺失的原因。在这一部分，细分为观念、制度、市场、农民工自身四个方面进行了阐述。第四部分，这一部分是针对农民工权益缺失问题进行的对策思考。笔者从农民工与市民的利益要求、制度建设、政府责任、农民工自身素质四个层面进行了思考，以期解决和谐社会进程中农民工权益保障存在的问题。更多还原

【Abstract】 Migrant workers have always been a focus of public attention. This group has attracted the attention of the community because the loss in the interests of the state since its emergence dates. In response to this problem, various academics proposed many measures and steps. But they situation is still anxious, it has became discordant notes. Vigorously promoting harmonious society, eliminating all factors of disharmony is the most urgent task. Because of this, the author studies the problem of the migrant workers’ rights protection in the process of constructing harmonious society.This paper is divided into four parts:In the first part, the author describes the origins and implications of a harmonious society. The author excavates the relations of building a harmonious society and to protect the rights and interests of the migrant workers, explicitly pointes out the significance of protecting the rights and interests of migrant workers in the process of building a harmonious society.In the second part, the author analyzes the current situation of migrant workers’ rights. This part explains the problems of migrant workers’ rights from many aspects, including the political, economic, cultural, social security, health etc.In the third part, the author explores the reasons why their rights and interests lack. In this part, the author explains this problem from four aspects: system, the market, and migrant workers.In the fourth part, the author puts forward some proposals to this problem from four aspects: Migrant workers and the public interest demands, system construction, the responsibility of the government and migrant workers themselves.更多还原
