【摘要】 本研究把农民工工资拖欠定性为一个具体的社会问题,运用文献法、问卷调查法和个案访谈法收集资料,以社会学的社会问题和社会失范理论为指导展开研究。笔者结合调查实证,在经验层面上描述了我国农民工工资拖欠的状况,揭示了各种制度因素对农民工工资拖欠的影响,提出了一些解决农民工工资拖欠问题的国外制度措施借鉴,最后从社会失范理论角度讨论制度因素与农民工工资拖欠的关联。研究发现,社会制度(法律制度、经济秩序和政府控制)和行业制度(行业结构特征、用工制度、契约制度和工资制度)是影响农民工工资拖欠的主要因素。从社会失范理论的角度看,农民工工资拖欠问题的根源在于我国转型时期的制度失范。笔者试图从一个新的角度对农民工工资拖欠问题做出一个合理的解释,深化和补充了国内相关研究,为顺利解决农民工工资拖欠问题提供一些思考。更多还原

【Abstract】 The study regards the problem of salary-default of peasant-workers as a special social problem. It collects materials by document, questionnaire survey and interview and uses the relevant theories of sociology (social problems, anomy theory) to discuss this problem. It describes current situation and characteristics of salary-default of peasant-workers, examines social system factors of salary-default of peasant-workers and poses foreign successful experiences to solve this problem. At last, the study analyzes the relation of institutional factors with salary-default of peasant-workers by anomy theory.The study discovers that the social systems (law systems, economic systems, governmental control) and some trade systems result in the problem of salary-default of peasant-workers. It comes to a main conclusion that the deep reasons of this problem is from the institutional anomy in changing time by anomy theory.To sum up, the author tries to explain this problem from new view. It also supplements relevant research and puts forward some effective suggestions to solve the problem of salary-default of peasant-workers.更多还原
