【摘要】 CIO在企业信息化中面临困境是人们目前关注和探讨的问题。本文以我国企业信息化现状为背景,从管理职能方面研究CIO的困境、影响因素及对策,旨在为企业CIO走出困境提供若干参考。CIO队伍的快速成长和企业信息化的快速发展息息相关,CIO既是推动企业信息化建设的关键力量,也是企业信息化得以健康快速发展的重要保证。本文首先探讨了CIO的产生、发展、定义和职责以及国外CIO的发展现状和国内外学者对CIO的研究状况;其次分析了我国企业信息化的概念、现状和当前所面临的问题,信息化在企业中的应用层次以及不同信息化层次的企业中CIO的地位和作用;然后以我国企业信息化的现状和企业信息化面临的问题为背景,探讨了我国CIO在企业信息化中普遍存在的困境:受到权力限制的CIO虽然具备CIO的职位和职责,但是对从战略层面推动企业信息化发展仍然感到有心无力;还处于部门经理级别的CIO,还不具备从战略层面去考虑企业信息化发展的意识;缺乏管理素质的技术型CIO还没有能力从战略层面推动企业信息化的发展;最后本文分别从管理的四个基本职能——计划、组织、领导和控制方面研究CIO的困境和影响因素,并从中找出CIO走出困境的对策。本文的目的旨在为企业CIO走出困境提供若干参考,促进我国企业CIO队伍的快速成长,使我国企业CIO真正成为我国企业信息化的领军人物。更多还原

【Abstract】 CIO will meet many difficulties during the enterprises inforationization and this thesis will focus on the study of this point. This thesis is based on the current situation of enterprises informationization to research on the predicament, influencing factors and countermeasures. And this thesis is written to provide CIO reference to get out of the predicament.The group of CIO grows fast is much more related to the fast development of enterprise’s informationization. CIO is the key promotion of enterprise’s informationization and also assures the healthy and fast development of enterprise’s informationization. First, the article discusses on derivation, development, definition and responsibilities of CIO, and then domestic and overseas study of CIO. Second, this article analyzes domestic conception, current situation and problems of enterprise’s informationization. Also this part analyzes the application layers of informationization and the CIO’s status and effects in the different layers. Then based on the analysis, the article analyzes the predicament of CIO in China. Because of the power limitation, although CIO own the position and responsibilities, but it’s hard to promote the informationization strategically. Just as department leaders, CIO lacks the consciousness to develop informationization strategically. And also lacking the administrative ability, CIO is difficult to impulse development of informationization strategically. In the last chapter, the article studies the CIO’s predicament, influencing factors and countermeasures from four aspects that is planning, organizing, leading and controlling to find out solutions. The purpose of this thesis is to provide a reference for CIO to overcome the current difficulties. Meanwhile advance the development of CIO to the real leaders of our country’s informationization.更多还原
