武汉王家墩商务区建设过渡期规划对策研究

【摘要】 在城市的发展过程中,城市中的各类用地都会产生一定程度的衰退,在城市稳定发展的时期,用地衰退主要以物质性老化为主,而在城市快速发展的时期,用地的衰退多以功能性衰退和结构性衰退为主。我国目前正处于这种城市快速发展期,经济结构和产业结构正在进行的调整和转型决定了城市用地容易产生功能性衰退和结构性衰退。而很多城市中因历史原因而生的工业、军事用地发生的功能性衰退和结构性衰退更为严重,并逐渐对城市的发展产生阻碍,急待进行再开发,置换为第三产业用地。武汉王家墩地区用地的情况就属于上述类型,急需由军事、仓储用地置换为中央商务区用地,王家墩地区面临着拆除重建的命运。但相关的研究表明完全实现对王家墩地区2.67平方公里用地的更新再开发需要15年的时间,这就决定了更新再开发行为在时间和空间上都存在空白区,加之王家墩地区用地物质老化程度轻,资源质量良好,这些都在一定程度上显示出保留再利用开发模式的可行性。本文就是在这个背景下展开研究,通过分析王家墩商务区开发建设在空间上存在的空白大,在时间上存在的过渡期长,以及现状情况与终极目标在经济活动形式,地区文化,氛围、地域认知性方面差距的巨大,提出进行王家墩商务区建设过渡期规划对策。此规划对策是针对武汉王家墩地区自身开发实际情况所提出的,具有很强的实效性及创新性,提出在过渡期内对现状未被拆除重建行为所覆盖的资源及用地进行保留再利用,进驻第三产业项目,吸引市民,打破地区“隔离”状态,创造商业服务及文化娱乐氛围的方法,并在一定的程度上对商务区的建设起到协助、补充的作用。同时,本文着重对王家墩商务区建设过渡期规划具体对策进行研究,确立其主要组成层面:对现状资源的调查评估和保留、再利用的宏观引导及协调,以及保留、再利用具体方法确定以及实施措施,并对各层面的主要内容进行研究。最后,论文指出了规划对策研究的不足之处,并提出对其改进的展望。

【Abstract】 In the city developing process, each kind lands of the city have certain degree decline. In the stable development time, land declines mainly by the materiality aging. But in the fast development time, land declines decline mainly by functionality decline and constitutive decline. Our country is being in this kind of fast period of expansion at present, the economic structure and the industrial structure adjustment and reforming had decided that the city lands easily have the functionality decline and the constitutive property declines. Those industry and military-use land which were developing due to the historical reason when our country did the urban construction nowadays are functionality and the constitutive declining in a deep degree, and also making hindrance to the city development, so we urgently needs to carry on redevelopment, replacing for the tertiary industry uses, nowadays it takes reconstruction as the mainly development way.Wuhan Wang Jiadun District’s situation belongs to this kind of type: By replacing the military, storage land for Central Business District land, this land faces with demolition reconstruction destiny. But is connected the research indicates completely carried out the again develops of Wang Jiadun District which have 2.67 square kilometers needs 15 years. This had decided again develops all has the gap in the time and the space. Additionally the matter degree of aging of Wang Jiadun District is light and the resources quality is good。All of these proves the feasibility of the retention uses and the again development pattern in a certain extent.This article which is to launches the research under this background, proposes the method of carrying on the construct and transition-period plan Wang Jiadun Central Business District ,through analyzing Wang Jiadun Central Business District’s problems ,including the blank of the construction which exists in the space to be many, the transition-period in the time to be long, as well as the disparity hugeness of the present situation and the ultimate objective in the economic activity form, the local culture, the atmosphere, region cognition aspect .This plan’s method is very actual effective and innovative, which aims at the district own development’s actual situation .It proposes the methods of the not been demolished resources in the transition-period of present situation which the reconstruction behavior covers and uses to carry on to reserve and use again, and to station the tertiary industry project, attract resident, break the area“the isolation”the condition, create commercial service and the cultural entertainment atmosphere. It also has assistance and supplement function to commercial district’s construction in certain degree. At the same time, this article emphatically investigates the concrete method of Plan and establishes its main composition stratification plane. It also emphatically investigates and appraise the present situation resources, reuses macroscopic guidance and the coordination, and keeps the concrete method determination also the implementation measure again.Finally, the paper had pointed out the deficiency of the plan method, and proposes to its improvement forecast.
