【摘要】 目前，我国正处在加快推进工业化、城镇化、现代化进程的发展阶段，需要新增大量的建设用地，而我国人多地少的国情却不允许过多占用耕地，土地资源短缺已成为制约我国经济发展的主要因素。如何利用好土地，尤其是城市土地已成为一个迫切的问题，我国的土地利用现状要求我们必须转变土地粗放利用方式为集约利用方式，优化城市土地利用结构，提高土地利用效率，充分挖掘城市用地潜力，走内涵式城市发展道路。城市土地是指城市范围内的土地。根据我国城市范围的不同界定，城市土地包含三种概念，城市建成区土地、城市规划土地和城市市域土地。本研究是针对市域土地和建成区因国家建设需要经过征用的城市建设用地。城市土地作为人类活动最为集聚的区域，充分集约利用城市土地对社会发展具有重要的意义。城市土地集约利用实际上是指以合理布局、优化用地结构和可持续发展的思想为指导，通过增加存量土地投入、改善经营管理等途径，提高土地的使用效率和经济效益的一种经营管理模式。城市土地集约利用，主要是研究城市土地开发与利用强度的合理程度，侧重于城市土地利用的潜力挖潜。城市土地集约利用是城市土地持续高效利用的基础，是城市土地健康发展的保证。本文从我国城市土地利用现状出发，在总结国内外城市土地集约利用的相关理论和论述的基础上，界定了城市土地集约利用的定义及内涵，并从社会、经济、生态环境的角度出发，建立了一套城市土地集约利用总体评价指标体系，以城市土地综合集约为目标层，以总量集约、空间结构集约、动态集约为准则层，城市内部规模经济效益、城市土地投入产出效率、社会生态效益、土地利用结构等方面选取相应的指标因子给予评价，采用了层次分析法建立判断矩阵，确定了各指标的权重。在上述方法的基础之上以太原市城市土地利用状况作了实证分析。首先在全国范围内选取了石家庄、包头、唐山、大同等十个同类型的城市，运用多目标综合评价的方法对这些城市进行了总体土地集约程度的量化比较，得出了太原市在以上同类城市中处于中等集约利用水平。然后分析2000年至2004年太原市的社会经济统计数据和土地利用数据资料，依据己建立的城市总体集约利用综合评价体系，对太原市的土地集约利用状况进行了量化评价和分析，得出了目前太原市的土地利用结构基本合理，土地利用向着集约化方向发展，但是在城市土地投入与社会生态效益方面水平较低。本文结合实际提出了一些土地集约利用的建议和措施。更多还原

【Abstract】 At present, our country is pushing the stage of accelerated development industrialization, urbanization and modernization. It need to increase large amount of construction land, while, the conditions that our country has large population with relatively little land ,so it is inadmissibility to occupy cultivated land more than required, land resources shortage already becomes a main part restricting a factor of our country economic growth. So, how to make good use of land, especially urban land becomes a problem to be dealt with urgently. Our country’s current situation of land utilization requires that we must change the land utilization from extensive to intensive forth, optimize the utilization structure of urban land , improve the utilization efficiency of urban land, dyadic the utilization potential of urban land , walk a development road of connotation style .The urban land means the land in the city range inner. According to the different definition of our country city range boundary, urban land contains three kinds of concepts, the land of build district, urban planning land and urban city region land. The land is point to the land in the city range inner and the construction land expropriated in the build district because of country construction need in the process of the city construction.Urban land is the most assembling region of human activities, so making good intensive use of urban land has important significance to social development. In fact, Urban land intensive utilization is a management and administration pattern,. that put the thought that urban land lay out rational, optimize with the land structure and sustainable development as the guide, by increasing storing amounts land approach and improving management and administration and so on, to improve the use efficiency and the economic effect. Urban land intensive utilization study mainly rational of the intensity degree in urban land exploitation and utilization, putting particular emphasis on digging the potential of urban land utilization .Urban land intensive utilization is the basis that urban land use keep continues and high-effect, and the guarantee that urban land health develops.This paper starts from studying the current situation in urban land utilization in our country, then carry out a summary and expounds deeply the theory about urban land intensive at home and abroad, after that, make sure the concept and connotation of urban land intensive, then from the angle of society, economy, the ecological environment ,construct a urban land appraise index system, take city land synthesis intensive as target tier, take quantity intensive, space structure intensive, development intensive as criterion tier, evaluate urban economic effect in inner scale and so on by choosing the corresponding index factor, in this process, it has adopt AHP method to build the judging matrix in order to certain the weight of the index.This paper take Tai Yuan City as a demonstration, at first, It chooses Shijiazhuang, Baotou, Tangshan ect ten equal types city in the whole country range, applies Multi-objective synthetically evaluation method and model to intensive evaluation in comparison on these cities, as a result, Tai Yuan City is in medium intensive level in these the same type cities in the whole country. And then analyses of the annual Tai Yuan City society economic statistics data and land utilization data from 2000 to 2004 year, appraise estimates and analyses the situation of urban land utilization in Taiyuan according to the system of urban land quantization evaluation constructed, get a result that Tai Yuan City land utilization structure is basically rational, at present, and land utilization towards to intensive direction grows beneficially, meanwhile, it has lower level in urban land throw into with and society organism’s beneficial, and give some suggestions and measures that land utilization from now on in reality .更多还原
