【摘要】 随着中国入世后日益融入经济全球化进程，以及中国经济发展对资金融通及其配置需要的日益增大，建设国际金融中心的战略意义越来越重大。而上海作为目前国内经济、贸易、金融等方面发展最具潜力的城市，毋庸置疑应当成为这个国际金融中心的首选之地。从历史的角度看，上海拥有成为国际金融中心的资质，早在20世纪二三十年代，上海就是远东最大的国际金融中心。1992年，上海提出建设国际金融中心的战略，并随着中国经济的快速发展，逐步发展成为了一个名副其实的国内金融中心。目前，上海已基本形成了多样化的金融市场体系架构和全方位的金融发展格局，在各方面都取得了较为显著的成绩。但是比照成熟国际金融中心的要求，上海金融市场的运行现状及其重要金融行业的发展现状还显得很不完善、不成熟。上海要建成真正意义上的国际金融中心，必须要在现有的基础上不断加速提升国际金融中心的地位，凸显其他大中城市所没有的优势条件。上海国际金融中心的最终目标模式应该选择以国民经济发展为依托、从制度设计上要服务全国和面向世界的功能型国际金融中心。上海国际金融中心的建设离不开全国，必须与全国整体经济发展紧密相联系，与此同时，要正确处理好与北京和香港的关系。这些城市虽然在发展金融中心上存在着一定的竞争，但是在顾全大局的前提下，充分发挥其优势的同时，更能促进相互之间的发展。本文立足上海金融发展目标的历史和现实基础，针对上海建设国际金融中心的优劣势，从宏观基础和经济基础等方面，就提升当前上海国际金融中心地位的进程和对策提出了相关建议。更多还原

【Abstract】 With increasingly merging with the process of economic globalization after China’s accession to the WTO, and the China’s growing need for capital congregation and configuration due to its economic development, it is the increasingly important strategic significance for China to build an international financial center. As Shanghai is the current potential city of domestic economic, trade, financial and other aspects of urban development, no doubt it should be the first choice to build international financial center in China.From a historical perspective, Shanghai has the ability to become an international financial center. Back in the 1920’s to 1930’s, the Shanghai t is the largest international financial center in Far East. Since 1992 when the strategy of building an international financial center was put forward, Shanghai has gradually developed into a virtual domestic financial center with China’s rapid economic development. Currently, Shanghai has established a diversified financial structure of market system and all-round development of the financial situation with more remarkable achievements, and it is acknowledged generally that Shanghai is the most developed city of financial industry in China. However, compared with the mature international financial centers, it is still not perfect, immature of Shanghai operation of the financial markets and its important status in the development of the financial sector. If Shanghai wants to be an international financial center in a real sense, and gain a foothold in the international financial system, it should accelerate the upgrading of the existing international financial center, and highlight its advantages, especially its relatively strong conditions over these of other large and medium-sized cities. The ultimate goal of Shanghai international financial center is to be developed into a functional one, which supports the economic development of our country as the foundation, with the system made up to serve the development of the country and the world.The construction of Shanghai international financial center, should be under the national support, and must be closely linked with the country’s overall economic development. At the same time, we must correctly handle the relationship between Shanghai and Beijing, Hong Kong. Although there is a certain level of competition in the development of the financial centers of these cities, we can better promote mutual development, in the precondition of wholly consideration and giving full play to their advantages.This article, based on the historical and real development of Shanghai’s financial targets, analyzes Shanghai’s advantages and disadvantages of building an international financial center, puts forward some relevant proposals and measures on improving Shanghai’s status and the current process as an international financial center, from a macro basis and economic infrastructure.更多还原
