【摘要】 2006年的政府工作报告提出，要“积极稳妥发展期货市场”。以开展农产品期货为主的大连商品交易所近年来发挥市场功能，给了“三农”工作很大的支持。要想我国的农产品期货市场真正达到推动推动现代农业发展的作用，我们就必须对我国的农产品期货市场有一个全面的认识。本文通过对我国农产品期货市场对现代农业发展的作用和意义以及存在的难点和问题的分析，指出，我国的农产品期货市场将在我国的现代农业建设中发挥重要作用，而其发挥作用的渠道主要通过稳定农产品价格；规避市场风险；调整种植结构和发展高效优质粮食；促进粮食流通体制改革；增强农业的国际竞争力等五个方面来发挥作用。以上功能的发挥是基于一个健全高效的农产品期货市场的基础上的，但目前我国的农产品期货市场因为诸方面的原因，限制了其功能的发挥，这些原因主要有两方面的，农产品现货市场自身不完善和农产品期货市场的不完善。对于农产品期货市场自身不完善，主要有以下几方面的原因：农产品期货交易品种不足；套期保值者主体缺位；期货市场交易规模太小；期货市场缺乏完善的法律法规；我国农产品期货市场风险较大；期货市场知识缺乏；农产品期货市场信息传导不畅等。同时由于农产品现货市场和期货市场是互动的，高效的农产品期货市场建立在完善的农产品现货市场的基础之上，但我国目前农产品现货市场的不完善阻碍了期货市场功能的发挥，而农产品现货市场的基本问题是：农民的“小生产”与“大市场”之间的矛盾，其次还有代表农民利益的中介组织断层和龙头企业参与期货市场程度低等。最后在通过对阻碍农产品期货市场功能发挥的原因进行深入分析的基础上，我们给出了相应的促使其功能发挥的措施及政策建议。首先是完善我国的农产品期货市场，其次是加强对我国农产品期货市场参与主体的培育，尤其是参与套保的龙头企业和农民的培育。更多还原

【Abstract】 2006 government service report proposed that, we should"develop the futures market actively ";at 16 sessions of five CCP plenary conferences, the commodity futures markets received high attention.Analyzes through this article to be allowed us to see, our country commodity futures markets will play the vital role in our country modern agriculture construction, its function channel mainly will display following five channels: 1st, stable price;2nd, the agricultural industry main body dodges the market risk the tool; 3rd, the advantageous to the adjustment planter structure and the development highly effective high quality grain; 4th, promotes our country grain circulation system reform; 5th, strengthens our country the agricultural international competition strength. Above the function display is based on a perfect highly effective commodity futures markets foundation, but the present country commodity futures markets, because of various aspects reason, has limited its function display, these reasons mainly have two aspects, one is commodity futures markets oneself is imperfect, two is the main body of futures market participation is not mature. Is imperfect regarding commodity futures markets oneself, mainly has following several aspects the reason: 1st, the agricultural product prompt sale variety is insufficient; 2nd, a set of time guarantees the value main body vacancy; 3rd, the futures market transaction scale too is small; 4th, the futures market lacks the consummation the legal laws and regulations; 5th, the futures market knowledge lacks. Is not mature regarding the futures market participation main body, we have separately studied the farmer and the enterprise participate in the stock city place to receive subjective and the objective aspect reason. Finally we produced corresponding measure and policy suggestion. First is consummates the commodity futures markets of our country, next is strengthens the participation main body of our country Commodity Futures Markets , in particular the cultivation of the main item enterprise and farmer’s which the wrap guarantees.更多还原
