【摘要】 改革开放以来，我国中心城市经济发展迅速，但城市经济功能却相对滞后。中心城市的经济功能是其核心功能。中心城市只有拥有完善的经济功能，才能产生极强的集聚和辐射效应，综合服务能力，从而带动区域乃至全国经济的发展。因此当前我国中心城市迫切需要提升其经济功能。本文从产业经济学的角度出发，以产业结构与城市经济功能的关系为契入点，探讨了中心城市经济功能提升途径。城市产业、产业结构与城市经济功能之间存在内在的必然联系：城市产业是城市经济功能赖以发挥的物质载体；城市产业结构优化是推进城市经济功能提升的重要力量。而服务业的发展则是城市产业结构提升得表现。当前，服务经济时代已经到来，生产性服务业在国民经济中的产值和就业比重日益增大。中心城市可以通过生产性服务业的发展来推动其它产业快速发展，调整优化城市产业结构，促进城市经济功能的提升。由此可见，生产性服务业的发展与中心城市经济功能提升表现出相辅相成、互为促进的互动关系。因此，我国中心城市可以通过发展生产性服务业来实现其经济功能的提升。全文共分六部分，内容如下：第一章主要介绍本文的研究背景和意义，研究方法与论文框架等。第二章主要阐述了中心城市经济功能的内涵、主要内容，接着对我国部分中心城市经济功能进行实证分析，指出其面临的主要问题。第三章，本章在回顾城市经济功能演进的基础上，从城市产业与城市经济功能的关系切入，阐述了中心城市产业结构高级化对其经济功能提升的重要作用，并据此提出中心城市生产性服务业的发展可以推动其产业结构升级，促进城市经济功能的提升。第四章首先阐述了服务业的概念及其分类，接着探讨生产性服务业内涵、发展规律。第五章，本章阐述了生产性服务业的发展是如何提升中心城市的经济功能。第六章，本章阐述了面对我国中心城市经济功能提升的现实要求，进一步发展生产性服务业的政策建议。更多还原

【Abstract】 Since the reform and opening up, although the economy of our country’s central city has developed fast, the economic function of central city has always lagged behind. The economic function of central city is the key part of urban functions. If only the economic function of central city is improved, the central cities will strongly gave rise to the radiated and collective effect, city’s synthesized function, and gave an impetus to the economy of the region and even the country. So, it is an urgent need to promote country’s urban economic function new. On the viewpoints of Industry economics, this dissertation starts with the linkage relation between Urban Economic Function and Urban Industrial Structure, and put forward the idea of the promotion of the economic function of central city. There must be the inevitable relations among urban industries, urban industrial structure and urban economic function. Urban industries are the material carriers of urban functions; the optimization of industrial structure is the substantial strength to advance urban economic function. Along with the arrival of service economy, the producer services can take more and more role in national economy and employment. The development of the producer services in central city will drive other industries developing rapidly, optimize the urban industrial structure, and deeply influencing the promotion of urban economic function through scope enlargements and level-promotion directly. Therefore, the development of producer services and the promotion of urban function are supplemented and complement each other. So, the central cities of our country can promote their economic function, through the development of the producer services.This paper includes six parts. Chapter One: chiefly introduces the meaning and background of selected topic, the content and research thought, and so on. Chapter two deals mainly with connotation and main contents the economic functions of central city, and then gives empirical economic analysis to the economic function of some of our center cities, pointing out what they are facing. Chapter three starts with the linkage relation between Urban Economic Function and Urban Industrial Structure, and analyzes the upgrading of industrial structure’s important effect on the promotion of urban economic function, on the basis of evolution of urban function. Chapter four firstly expounds on the concept and classification of the service industry, and explores the content of the producer services, the law of the development. Chapter five described how to enhance the economic function of our center cities functions, pointing the development of the producer services is the method. Chapter six puts forward to the policy suggestions for promoting the economic function of our central cities by developing producer services.更多还原
