【摘要】 从上世纪开始，人口剧增、资源短缺、环境恶化、气候变暖等全球性问题出现并日趋恶化，迫使人们提出了全新的发展观——可持续发展。改革开放以来，由于我国使用传统经济发展模式，资源开发的迅速扩大和能源消耗的迅猛增长，使脆弱的生态环境和有限资源承担着有史以来最大的发展压力。长期以来，煤炭作为能源支柱在我国社会经济发展中发挥了巨大的作用。但随着国民经济的持续快速增长，我国对能源需求日益增加，传统的高开采，高排放，低利用的能源开发利用模式不但造成了严重的资源浪费、环境污染和破坏，更难以满足经济发展的需求。进入新的世纪，煤炭企业如何走出一条资源节约、生产集约的可持续发展道路已成为一项重要的战略任务。循环经济作为一种促使资源、环境与经济协调发展的先进发展模式成为煤炭企业探索新型工业化道路、实现可持续发展的必然选择。目前，循环经济研究与实践在我国逐步展开，将循环经济的理念与我国煤炭企业实际相结合，寻求煤炭开采循环经济发展模式无疑具有重要的理论意义和实践价值。本论文按照定性分析与定量分析相结合、规范分析与实证分析相结合的研究原则，从我国煤炭开采过程中对资源浪费和环境破坏的研究入手，在总结国内外循环经济理论与实践的基础上，结合我国煤炭企业的实际，构建了煤炭开采循环经济发展模式。论文首先从煤炭开采的生产模式、技术模式、管理模式等方面对循环经济发展模式进行了研究，然后构建综合评价模型对煤炭开采发展循环经济效果进行评价，并进行了实证分析，为煤炭开采管理提供了有力的监控手段。论文最后提出了煤炭开采发展循环经济应建立的国家配套政策、法律以及应采取的具体措施和建议。更多还原

【Abstract】 From last century, there emerged the global problems, such as population explosion, resource shortage, environment deterioration and climate warmer, which forced people to raise a brand-new view for development, named sustainable development. After reforming and opening to the outside world, due to the traditional mode of economic development, resource exploitation and consumption in our country boomed, which make the frangible eco-environment and the limited natural resources face the highest development pressure ever since the outset of human history in China.For a long period, coal has played a very important role in our national economy as a mainstay of energy source industry. With the continuously rapid increase of national economy, demand of energy source in our country rises increasingly. The traditional energy source mode of high exploitation, high emission and low usage rate led to not only waste of resource but also environment pollution. Furthermore, the mode was not able to meet demand of modern economic development. Therefore, in the new century, how to find a way of integrating produce mode while saving resource and keeping sustainable development becomes a very important strategic task. Circular economy, as an advanced development mode for harmonizing the problems among resource, environment and economy, is destined to be the choice for coal concerned enterprises to explore new industrial way and keep on developing. Currently, researches and practices for circular economy in China has been spread gradually. There is no doubt that combining the circular economy concept and the fact of Chinese coal concerned enterprises in order to find a mode of circular economy for coal exploitation is significant both in theory and for practice.According to the research principle of combining qualitative and quantitative analysis, combining criterion and demonstration analysis, the paper starts with research for resource waste and environmental pollution in the process of coal mining. On the basis of overseas theories and practices of circular economy, the paper constructs the developmental mode of circular economy for coal exploitation. First, the paper studies the circular economy development mode from the aspects of production, technology and management. Second, it establishes a comprehensive model of evaluation to estimate the effect of circular economy for coal exploitation, and implements demonstration analysis, thus providing a kind of powerful control approach. Last, it suggests that adoptable national policies, laws, concrete measures should be stipulated for circular economy in coal mining.更多还原
