【摘要】 目前我国土地与房屋管理中混乱、不合理的现象普遍存在,缺乏有效的科学管理手段。传统的管理信息系统只能完成属性信息的简单管理,缺乏图形信息。由于土地和房屋管理信息有着典型的空间特征,而地理信息系统又是处理空间信息的有效工具,因此,在地理信息系统的支持下,开发土地和房屋管理信息系统,能够有效的改变传统的管理方式,提高管理水平。文章以高校为背景,以中国石油大学(华东)为例提出了一套可行性较强的基于GIS的土地与房屋管理信息系统的设计与实现方案。文章结合高校土地与房屋管理业务实际,将GIS技术应用到土地与房产管理工作中,完成了系统的总体设计、详细设计、数据库设计、编码实现和测试。系统采取C/S与B/S相结合的结构模式:基于ArcSDE与SQLServer2000建立空间数据库;在C/S模式下基于MapObjects开发图形编辑平台维护空间数据;在B/S模式下基于ArcIMS和ASP.NET开发地图信息发布平台以及属性数据维护平台。概括地讲,在研究过程中主要完成的内容和取得的研究成果如下:1、研究了.NET框架下的网络系统开发技术ASP.NET和数据库访问技术ADO.NET,设计并开发了属性信息管理平台,实现了对高校土地与房屋属性信息的管理和维护。2、研究了ServletConnector的运行原理、作用,在系统中进行了实现。3、通过对GIS网络发布平台——ArcIMS二次开发的过程、信息查询、功能扩展等的研究,设计并开发了图形发布平台。4、深入研究了空间数据库引擎对图形数据的存储和访问。5、通过对组件GIS的研究,利用vb与GIS组件MapObjects开发了图形编辑平台,为系统图形信息的更新和维护提供了工具。基于GIS的土地与房屋管理信息系统,实现了空间数据与属性数据的统一存储、管理、查询及应用,更新快捷方便,提高了土地与房屋的管理水平,具有重要的现实意义。更多还原

【Abstract】 Atpresent,managementoflandandhouseisveryconfusioninourcountry,the unreasonable phenomena exit very common and there is no effective meansto manage scientifically. Conventional management information systems haveonly completed to manage attribute information and lacked spatial information.Because land and house management has spatial features obviously and GIS isan effective tool to deal with spatial information. So if exploit the land andhouse management system based on GIS, it will change the traditional way andimprove the management level. The article puts forward a feasible project ofdesigning and realizing land and house management information system basedon GIS. It takes example of University of Petroleum, China under thebackgroundofhighschool.The article integrates the operation practice of land and house managementin high school.Applies GIS into it and finishes to design the system in total anddetail,designthedatabase,realizeandtesttheprogram.Systemadoptsthemodeof C/S combining B/S: builds spatial database based on ArcSDE and SQLServer; develops graph editing platform to update spatial data based onMapObjects under C/S mode; develops map distributing platform and attributedatamaintenanceplatformbasedonArcIMSandASP.NETunderB/Smode. In total, the main contents and accomplishments during study are asfollows:1. Studies the technologies of web system ASP.NET and data-accesstechnology ADO.NET, and designs the attribute information managementplatform realizingthe management of attribute information of land and house inhighschool.2. Studies the running principle and functions of Servlet Connector, andrealizesitinthesystem.3. Designs and develops the map released platform through studying thesecond developing progress and information querying and functions extendingofArcIMSwhichisaplatformofWebGIS.4.DeeplystudiestheaccessandstorageofSDEtospatialdata.5. Through studying ComGIS, develops the map editing platform using vbandGIScomponentMapObjectswhichprovidetoolstoupdatingspatialdataforsystem.The land and house management information system based on GIS realizesto store, manage, query and use spatial and attribute data.
