【摘要】 电子政务的构建与运用并没有像有些技术决定论者所认为的:信息技术显著地提高了政务运作效率,整合了资源,消灭了中间管理层,实现了资源共享……。造成这种现象的原因是多方面的,其中一个重要的因素是人们运用现有的电子政务技术固化或强化了原有的行政管理模式,只是用“新瓶装旧药”,或者说是“守株待兔”地等着信息技术来推动管理模式的改革,而不是运用电子政务技术的优势主动地进行管理模式的改变或创新。本文运用协同理论分析电子政务,以期在现有的条件下突破原有结构和管理模式的限制,解决电子政务管理所面临的困境。电子政务协同管理是2006年中国电子政务发展的十大趋势之一。本文在前人研究的基础上阐述了自己对电子政务协同管理的理解,指出它是以服务公众为中心,以电子政务协同技术为基础,通过营造政务协同文化,加强技术、组织、制度等方面的协同来达到政府及政府各部门相互配合、相互协调、信息共享、形成合力的一种状态和过程。论述了其多维性、完整性、集成性、开放性的特点,分析了电子政务管理的内容,对当前形势下电子政务协同管理的现实条件及其障碍进行了分析。在此基础上,根据电子政务协同管理自身的特点,提出了电子政务协同管理的实现应当遵循需求导向、多赢、系统、发展等原则,分析了基于业务协同单元的电子政务协同管理的实现模式及其优化。通过对电子政务协同管理理论的分析与探索,针对我国电子政务建设的实际情况,从精神、物质和制度三个层面,提出了树立科学的电子政务协同管理理念、夯实电子政务协同管理基础、优化电子政务协同管理法制环境来为电子政务协同管理的实现保驾护航。更多还原

【Abstract】 Construction and use of e-government does not work, as some commentators who hold the technology-deciding view insist that: chief information technology has played a significant part in improving the operational efficiency, integrating resources, eliminating the middle-management level and realizing resource sharing. There are many reasons for this phenomenon. One important factor is that people prefer to use current e-government technology to stereotype or enhance the existing administration model, "new bottles, old medicine", or "passive" waiting for the information technology to promote the reform of management model , rather than use the advantages of the e-government to change or innovate the management model initiatively. In this paper, coordinating theory is used to analyze e-government with a hope to break the restrictions of original structure and management practices and solve the difficulties faced by e-government management.The electronic government affairs coordination management is one of ten mayor tendencies which the Chinese electronic government affairs develops in 2006. This article, based on the study by predecessors, formulates its own understanding of the electronic government affairs coordination management, pointes out it is taking service for the public as the center, taking the electronic government affairs as the foundation, through building the government affairs coordination culture and strengthening technology, organization, system coordination to achieve the aim that government and its various departments mutually coordinate, realizing the inter-coordination and information sharing to form the joint forces. We also elaborate its multi-dimensional, the integrity, the integration, openness, the development characteristic and so on, analyze the content of electronic government affairs management and current conditions and obstacles for electronic government affairs management. Based on this analysis, we put forward the view that the realization of electronic government affairs management coordination should follow the principles like need-oriented, multi-gaining, systematic, coordinating and sharing, safely-developing, according to the characteristics of E-government coordination management itself. The article explores E-government coordinated management pattern based on the service coordination unit. Through the analysis and the exploration of E-government coordination management theory, and according to the actual situation of construction of electronic government affairs for our country, from the spiritual, material and system environment, the paper puts forward the viewpoint that we should build up the E-government coordination management theory, enhance the foundation of E-government coordination management, full use of E-government coordination management law environment to ensure and promote the realization of the E-government coordination management.更多还原
