【摘要】 随着政府规制的放松特别是高等教育经费来源构成的变化,高等教育系统中高等学校与政府、社会、学生之间的责权利发生新的变化,从而引发了一系列新的问题。本文以对1990—2004年我国普通高等教育经费统计的分析为基础,定量分析了经费来源构成、流向、支配模式等方面的变化,然后对教育经费三个方面的变化各自所引发的问题进行深入的剖析,并在此基础上提出了以权力调整为核心的应对策略。本文分为四部分。第一部分在分析选题背景及意义、国内外研究综述的基础上,提出本文的研究思路、方法、内容以及可能的创新点。第二部分定量分析了我国普通高等教育经费构成变化趋势、教育经费流向变化趋势以及高等学校自主支配经费变化趋势。第三部分重点分析了高等教育经费三个方面的变化各自所引发的大学与政府的关系出现新的变化、高等教育发展的不均衡状况加剧、高等学校产权明晰迫在眉睫等问题。第四部分在分析教育经费三个方面的变化以及各自所引发的问题的基础上,提出了相应的权力调整对策。提出基于公共治理来调整高等教育系统权力结构、基于公平与效率兼顾来调整高等教育系统权力结构以及基于教育产权的调整来重构高等教育系统的权力关系。本文按照教育经费变化的定量分析、所引发问题的定性分析、解决问题的对策研究的框架,对我国普通高等教育经费变化及其引发的权力调整进行了比较系统的研究,强化了高等教育管理研究的问题意识和针对性,从而具有现实意义。更多还原

【Abstract】 With loosening of government regulation, especially the changing in structure of higher educationa, new changes about duty and right and profit occurred between the regular higher educational institutions and the government and society and the students in higher education system, accordingly it brings a series of new problems. Based on the analyse on statistic of the education funds of higher educational in china from 1990 to 2004, this article analyses the changes of the structure and the flow and the control pattern of the funds, source by quantitative method, then deeply construes the problems that bring by the three aspect changes of educational funds, thereon we put forward the countermeasures and suggestions that based on power adjusting.This article is divided into four chapters. Chapter 1 puts forward the article’s studying train of thought, methods, content and possible fresh points on the basis of analying the background and significance of choosing the topic for research and making comment on the domestic and overseas. In chapter 2, It analyses the change trends of the structure and the flow and the control pattern of the funds in higher education by quantitative method. In chapter 3, It analyses the problems that bring by the three aspect changes of educational funds,such as the new relationship between government and colleges, the heating up of development inbalance in higher education and the problems of property right of higher educational institutions breezing.In chapter 4, it puts forward the power adjusting countermeasures and suggestions that based on the front analyses.it puts forward we should adjust power structure in higher education system that based on governance and the education equality and efficiency and adjusting of property right of higher education.According to the frame of analysis the changes of educational funds by quantitative method, it analyses the problems that brings by qualitative method, then puts forward the resolvement, the article systemic studies on the changing funds of regular educational institutions and adjusting of power, consolidates the problem consciousness and pertinence about research in higher education management, thus it is of great realistic significance.更多还原
