【摘要】 全球化是当代世界政治、经济发展的最根本的特征、不可逆转的大趋势和无法回避的历史潮流。在20世纪的最后十年,全球化浪潮更是冲击着国际社会的各个领域,其中就包括对国际政治资源的影响,如:全球化改变了硬、软性国际政治资源的作用对比、加大了国际政治资源分配的不平等性、加快了获取国际政治资源的速度,同时也使国际关系行为体对国际政治资源的争夺变得更加激烈等等。随着全球化进程的推进,国际政治的世界性联系达到了前所未有的程度。因此,在全球化背景下国际政治资源呈现出了一些新特征,而正是这些新特征使得国际关系行为体越来越重视对国际政治资源的开发。在全球化背景下开发国际政治资源,一方面,开发的形式在传统开发的基础上呈现了新变化,如出现了合作安全、文化的全球传播、利用高科技去开发等开发方式;另一方面,正是由于国际政治资源本身的重要性,也使得在全球化背景下去研究开发国际政治资源的意义显得尤为的重要,尤其是像中国这样的发展中国家。因此,在全球化的冲击下,中国这样的发展中国家应该采取积极的措施以保证在全球化的过程中能促进本国的发展。开发国际政治资源是为了能更好地利用国际政治资源。但是,在现实生活中仍存在大量的国际政治资源的流失。因而,在全球化背景下研究国际政治资源的优化配置即是为了能更好地开发利用国际政治资源。全球化本身是一个动态的过程,国际政治资源正是在这样的一个动态的发展过程中发展、变化。随着全球化的发展,全球化对国际政治资源的影响也将继续深入下去。因此在全球化背景下,研究全球化与国际政治资源的互动关系以及如何利用、开发、整合各种国际政治资源,已经成为国际关系行为体必须认真面对的重要课题。更多还原

【Abstract】 Globalization is a basic developmental feature of modern world politics and economy. It is a historic trend which we can not reversed and can not avoided it on the development of world politics and economy. In the last 10 years of the 20th century, the wave of globalization have impacted on every field of international society including the international political resources. The globalization have changed the contrast of roles on hard and soft international political resources. It makes the distribution of international political resources became more unequal. It makes the speed of attaining international political resources become more high. It makes the international political actors scramble for international political resources more sharply. As the globalization developed, the world links of international political have reached a high level. The international political resources show some new features on the context of globalization. International political actors pay more attention on the exploit of international political resources for those features. On the one hand, the form of exploiting international political resources has changed on the traditional basis. There have been some new forms such as the cooperation security, the global spread of culture and the exploiting by high technology. On the other hand, since international political resources become more important, the research and exploiting of them become more meaningful for a country, especially for a developing country, such as China. So China should take more active steps to assure its country’s development on the context of globalization. To exploit international political resources is for utilizing them better than before. But it is possible that the international political resources lose in the real condition. So, to research the distribution of international political resources is for exploiting and using them well. Globalization is a dynamic process. International political resources develop and change in this process. As the development of globalization, its effect on international political resources will go on. So, on the context of globalization, we study the relationship between the globalization and international political resources. We study how to use and exploit and distribute all kinds of international political resources. The study has became a important subject of an international political actors, who has to face it carefully.更多还原
