【摘要】 开展城市土地集约利用评价，定量地了解城市土地集约利用的现状及存在的主要问题，找出提高城市土地利用效率的对策方法，有利于城市土地资源优化配置和合理利用，促进城市由外延扩展向外延扩展与内涵挖潜相结合的方向转化。本文深入探讨了开展城市土地集约利用评价的目的和意义、研究内容、研究方法和技术路线，详细介绍了城市土地集约利用基本特性、形式和与相关概念的关系，分析了城市土地集约利用评价的原则、理论依据和层次分析法、德尔菲法、综合评分法的基本原理。在介绍长沙市概况及城市土地利用状况的基础上，采用目标法与因果法相结合的方法确定了4个准则层、15个要素层、31个指标的评价指标体系，并运用层次分析法和德尔菲法确定各评价指标的权重。在对评价指标进行无量纲化处理后，运用综合评分法评定出长沙市2000-2004年的土地集约利用分值为0.625、0.629、0.690、0.688、0.708，处于基本集约利用状态，集约利用化水平呈曲线上升趋势。笔者在详细分析评价结果的基础上，提出了城市土地利用相关投入不足、城市土地利用产出水平低、城市土地利用合理程度偏低、城市土地生态建设有待于进一步加强这4个阻碍长沙市城市土地集约利用的障碍因素，并提出了实现城市土地集约利用的对策。更多还原

【Abstract】 Launching the intensive utilization evaluation of urban land, realizing the actuality and main problems of urban land intensive utilization in a quantificational way, finding out the countermeasures to improve efficiency of urban land utilization, is good for promoting rational distribution and rational utilization of the urban land resource, transform epitaxy expand to the combination of epitaxy expand and latent power expand.The meaning of urban land intensive utilization, the research contents, the research methods and the technical line were deeply researched in this paper. The basic characteristics and format of urban land intensive utilization, the relation between intensive utilization and relatable conceptions were introduced particularly. The principles, the theoretical gist of urban land intensive utilization and the basic theories of the evaluation method which included AHP, Delphi and multi-target grading method were analyzed. On the basic of general situation and the urban land utilization state of Changsha city, the index system of evaluation which include four rule layers, fifteen factor layers, thirty-one index were fixed on by the methods of Goal method and cause and effect method. The proportion of evaluation index was confirmed on using the method that combined AHP with Delphi. After dealing the evaluation index with dimensionless mode, the result of Changsha city’s urban land utilization was ascertained by the multi-target grading method. The level of intensive utilization was at basic intensive stage from 2000 to 2004 at the Scores of 0.625、0.629、0.690、0.688、0.708、and it was ascending in a curvilinear way. On the basic of analyzing the evaluation results, the author advanced four hurdle factors which blocked urban land intensive utilization off. The four hurdle factors were the lack of devotion to urban land, the low output of urban land utilization, the low rationality of urban land utilization, the farther enhancement of urban land’s environment. At last, the author put forward the measures to make urban land utilization in intensive way.更多还原
