【摘要】 改革开放以来，特别是20世纪90年代以来，随着我国城市化和工业化步伐的加快，农村集体土地特别是城郊农民的土地大量被征用，产生了为数众多的失地农民。由于制度性因素和农民自身因素的影响，农民失地权益在一定程度上无法得到保障，已成为一个严峻的社会问题，对我国经济，社会，政治等方面产生了巨大的影响，因此建立和完善失地农民的权益保障机制已经迫在眉睫。在此背景下，研究城镇化进程中失地农民权益保障的问题，对于有效地保护失地农民的权益、促进我国社会主义经济和谐发展以及维持社会长治久安等具有十分重要的意义。本文从研究失地农民权益保障的必要性和失地农民权益缺失的原因出发，运用宏观与微观的研究方法，试图对我国失地农民权益保障做一个探索。尝试通过对征地过程中各利益主体进行经济学分析，得出当前失地农民权益缺失在于制度因素所致，并提出相应的保障失地农民权益的制度改革的对策和建议，主要是：一是改革现行的征地制度；加强征地管理，规范征地行为，提高补偿标准；二是完善农地产权制度，加快农地产权制度的改革；三是建立和健全农村社会保障制度。要发挥政府主导作用，完善社会保障体系，建立失地农民的最低生活保障制度、医疗保障制度、养老保障制度，为失地农民提供法律援助，强加失地农民受教育和培训的机会。这也是本文的创新之处。更多还原
