【摘要】 茶叶是我国一种传统的农业经济作物，一直以来在我国农产品出口创汇中占有较大的份额。随着人们生活水平的提高，对食品(茶叶)的安全意识也随之加强，特别是欧美等发达国家越来越重视食品(茶叶)的质量安全问题，针对这一现状，生产企业纷纷通过提高产品质量安全来抢占消费市场，质量安全认证随之产生。茶叶质量安全认证在我国已经发展了十多年，但质量安全认证茶叶产业还不够规模，并且由于认证形式的多样性，企业在选择认证时存在一定的困惑。在这种情形下，作者认为对我国茶叶的质量安全认证现状和存在的问题进行分析，实际中去寻找我国茶叶质量安全认证的最有效途径有必要。本研究在结合已有的研究基础上，结合茶叶的质量安全特性，从柠檬市场理论、生产者行为理论和消费者行为理论对茶叶的质量安全问题进行了经济学理论分析。全面、系统的阐述了现有的茶叶质量安全认证形式(从认证的产生、发展到认证过程等)。从茶叶的质量安全现状、茶叶的质量安全认证的现状和存在的问题、茶叶质量安全认证管理体制的现状和存在的问题三方面分析了现在茶叶质量安全认证的形势。通过实证分析，了解消费者对茶叶质量安全的认知，对安全茶叶的购买意愿等，以及影响消费者购买行为的因素；了解了茶叶生产企业对安全茶叶的认知，生产意愿和安全控制行为选择意愿等等，以及分析了影响茶叶生产企业生产行为因素。最后结合上述研究，给茶叶生产企业提出了在认证方面的建议以及加强我国安全认证茶叶管理的相关政策建议更多还原

【Abstract】 Tea is one of the traditionary economic plant and accounts for biggish lots all along. Food(tea) security has been strengthened with the enhancement of life standard especially in occident.Aiming at this status quo corporation occupied market by advancing product’s quality. And thenquality-safety certification came into being. Quality-safety certification has been developed forten years more, but quality-safety of tea industry developed slowly. At the same timecorporations baffled when they choose quality-safety certification for the diversity ofquality-safety certification. Under the circumstances penster think that analyzing the status quoof quality-safety certification and the existent problems are the most important case and weshould get the most effective quality-safety certification of China tea industry in practice.This paper presented the research status quo of Tea quality-safety certification, analyzedtheoretically tea quality-safety certification from "Lemons market theory", "producers’ behaviortheory" and "consumer behavior theory" views. This paper set forth detailed current teaquality-safety certification including the defines, development course, certification procedureand fees and so on. At the same time the paper analyzed tea quality-safety, managed system oftea quality-safety certification, certification system of tea quality-safety and existed problemsaccording to Chinese status quo of tea quality-safety. The paper got the main influencing factorsrespectively from tea corporations and comsumer point of views by demonstration. The paperput forward personal suggestion on tea quality-safety certification from government, corporationand consumer point of views. At last the penman bring forward some advice for the corporationat certification and some policy advice for the government to strengthen certificationadministering of safety-tea.更多还原
