【摘要】 进入新世纪,高技术产业已成为世界各国经济发展的重要推动力。促进我国高技术产业发展的具体措施之一是大力推广和实施高技术产业化项目。开展科学合理的评价工作,是实施高技术产业化项目的前提。而评价质量的高低,会对所评项目的实施及其未来发展产生直接影响。因此,开展高技术产业化项目评价质量控制工作,是保证评价结果准确性与有效性的重要措施,也是建设我国高技术产业化项目,实施高技术产业发展战略的必然要求。本文主要研究高技术产业化项目评价过程质量控制问题,其核心思想是通过对高技术产业化项目评价过程进行控制,从而达到保证项目评价质量的目的。本文首先界定了高技术产业化项目,并对高技术产业化项目评价进行了简介,在此基础上阐述了高技术产业化项目评价质量内涵。之后,通过对高技术产业化项目评价过程的分析,建立了符合其特点的评价流程,并分析出蕴涵于评价过程中的阶段性评价质量影响因素及其影响强度。然后,按照评价质量控制原则,参照ISO9000系列质量标准,结合过程控制理论,建立并设计了高技术产业化项目评价质量控制模式及多维融和的质量控制体系模型。最后,针对评价过程质量影响因素,给出了相应的评价质量控制策略。本文在补充、完善项目评价质量控制方面做出了一些尝试性工作。建立了针对高技术产业化项目评价过程的质量控制机制,确保了评价工作的有效实施,对推动我国高技术产业发展起到了一定的辅助作用。更多还原

【Abstract】 In new century, high-tech industry has already been an imporment power of economic development among countries in the world. One of the measures that help high-tech industry developing in our country is promote high-tech industrial projects positively and put them into practice. Scientific evaluation work is the prerequisite of executing high-tech industrial projects. The evaluation quality can affect the true approbation about the high-tech industrial projects which being evaluated and its tendency in the futher. Therefore, doing the work of evaluation quality control about high-tech industrial projects is an important measure of guarantees the evaluation result accurately. It also is the prerequisite of executing our country’s high-tech industry developmental strategy.The paper mainly studies the quality control system of high-tech industrial projects evaluation process. Firstly, the author defined the concept of high-tech industrial projects, analyzed its characteristics, and point out the meaning of evaluation quality. Then, according to evaluation process, the article introduces several main influence factors on the quality of evaluation and build up the system model of the quality control mechanism of high-tech industrial projects evaluation process. Base on the characters of high-tech industrial projects evaluation and the meaning of evaluation quality, this paper designs evaluation procedure system of high-tech industrial projects. According to ISO9000, the article designs the quality control system model of hi-tech industrial projects evaluation. High-tech industrial projects evaluation quality will be improved by using this model correctly. The article puts forward the relative control strategy in the end. This paper systematically makes analysis and research into process control of hi-tech industrial projects evaluation. Through the quality control mechanism of high-tech industrial projects evaluation process which built up by this paper, we can get assured evaluation quality. It can drive high-tech industry in our country to develop rapidly, steadily.更多还原
