【摘要】 20世纪50年代以来，伴随世界政治、经济一体化与新区域主义的觉醒这一社会生态环境的变迁，传统的公共行政学历经向现代公共管理学的历史嬗变，而这其中就包括区域公共管理研究的凸显。区域公共管理的逻辑起点是区域公共问题，区域公共问题的解决有赖于区域公共产品的有效供给。因此，为了协调区域发展，必须提供一个解决各类区域公共问题的区域公共管理平台，通过对各种制度、机制的安排来协调和配置区域内部的各种资源，通过提供各种不同形式、不同层级的区域公共产品来解决区域内部以及区域之间共同面临的各种区域公共问题。本文从区域公共管理的缘起探讨出发，阐述区域公共管理及其相关概念内涵，在分析现阶段我国区域公共管理中区域公共产品供给失衡及其原因的基础上，尝试探讨解决上述困境的对策与措施，实现区域公共产品的有效供给。文章从现实社会生态环境变迁出发，通过分析原因、寻找理论依据和实践支持，最后回归到对现实问题的解决，多角度、多层次地考察和分析主题。更多还原

【Abstract】 Since 1950, with the social-ecological environment conversion of world politics,economic integration as well as the awakening of the regionalism, traditional publicadministration experienced the transformation into modern public administration, whichincluded the protruding of regional public administration research. The logic beginning ofregional public administration was regional public issues. Regional publicproblem-solving depended on the effective supply of regional public goods. Therefore, inorder to coordinate regional development, regional public administration platform mustbe provided as a solution to the various regional public issues. Through the arrangementof various systems and mechanisms, the allocation of internal resources was coordinated.Through the provision of regional public goods on all forms and levels, various regionalpublic issues internal and among regions was resolved. The paper based on the start of theregional public administration, with the description of the concept of regional publicadministration and related contents. On the base of analyzing China’s present regionalimbalance in the supply of regional public goods and its reasons, it tried to explore waysto these policies and measures of the plight as well as the realization of effective supplyof regional public goods. Through analyzing the reasons, looking for theoreticalfoundation and practical support, the text proceeded from the social-ecologicalenvironment, investigated the theme multi-levelly from large angles, and then got back tothe settlement to realistic problems.更多还原
