【摘要】 农村金融是农村经济的命脉，金融资源供给不足，配置不合理，必然严重影响农业和农村经济的全面可持续发展，进而阻碍社会主义新农村建设的进程。农业政策性银行应该在农村金融体系中发挥骨干和支柱作用，然而，目前中国农业发展银行却陷入重重困境，支农功能大大弱化，其转型问题已成必然趋势。本文从马克思主义政治经济学、发展经济学、金融经济学三个方面阐述中国农业发展银行转型的理论依据。接着，在界定农业政策性银行及相关范畴的基础上，论述中国农业发展银行转型的内涵、目标及其意义。之后，结合中国农业发展银行的现状，深入剖析造成这些问题的深层次原因。然后，通过考察美、法、日、印、韩等国农业政策性银行成功转型的实践，总结值得借鉴的经验。最后，明确提出中国农业发展银行转型的模式、应遵循的基本原则及实现转型的具体路径。更多还原

【Abstract】 Rural finance is lifeblood of rural economy. The shortage and irrationalarrangement of financial resources will seriously affect the overall coordination andsustainable development of agriculture and the rural economy, as well as thedeveloping process of socialism new countryside. The agricultural development bankshould functions as the backbone and prop of the rural finance. However, the chinadevelopment bank is trapped in predicament at present, greatly weakening its ability tosupport agriculture. So, the transition has made a necessary tendency. The paperelaborates the theory basis of existence of agricultural policy finance in developingcountry from Marxism-political economics, development economics and financialeconomics, for laying the rational evidence for the china development bank’s transition.After that, basing on defining related category on policy bank and agricultural policybank, it explores the connotation, goal and significance of agricultural policy bank’stransition and reform. Afterwards, combining with present situation of the chinadevelopment bank, it thoroughly analyses the reasons for such problems. Then, throughinspecting successful transition of agricultural policy banks in the USA, France, Japan,India and South Korea, it summarizes the experience which is worthy of absorbing.Finally, it explicitly proposes the model, basic principles followed and concretemeasures for our agricultural policy bank’s transition.更多还原
