【摘要】 国家科技基础条件平台是国家创新体系的重要组成部分,是服务于全社会科技进步与创新的基础支撑体系。主要由物质与信息保障系统、以共享为核心的制度体系和专业化技术人才队伍三方面组成。河北省科技基础条件平台是在国家科技基础条件平台建设精神的指导之下,结合河北省的实际情况制定的、旨在建设打破基础公益信息垄断、实现科技成果共享的基础技术体系。地理信息数据库是最基本的科技基础数据库和科技基础条件平台的重要组成部分。国家政务机关的综合业务管理和辅助决策活动80%以上与地理空间定位和空间辅助决策等地理信息有关,地理信息数据库是经济、社会统计数据的信息载体和空间定位平台。地理信息数据库主要包括基础地理信息数据库和地理资源数据库。各级政务部门的电子政务建设,与地理信息数据库有紧密联系。我国已建成的各种地理信息数据库,为电子政务的实施打下了良好的基础。但与公众最密切相关的基础、公益、共享的地理资源信息数据库的建设亟需得到加强。本论文主要研究内容是在科技基础条件平台下,地理信息数据库的发展和建设,重点阐述河北省基础地质及土地数据库的构建方案、子库的框架内容及与国土资源电子政务的关系。具体内容包括以下三章:第一章,对国家、河北省科技基础条件平台建设的意义、内容、进展情况进行了介绍。第二章,分别从国家、省级的角度出发说明了基础地理数据库和地理资源数据库的主要内容和构建方法,提出了河北省有关数据库的构建、整合、共享的设想和做法。第三章,以地理数据库的基础数据库之一—河北省基础地质及土地数据库构建为例,进行了数据库的构建设计及其与国土资源电子政务的关系论述;特别给出了河北省基础地质及土地数据库中的八个子库框架的构建内容和方案。本研究的主要思路是在科技基础条件平台下,对构建河北省基础地质及土地数据库提出具体的设想和实施框架。更多还原

【Abstract】 National Science and Technology Basic Condition Platform is an important component of State Innovation System,It is serving for the society in Science and Technology Progress and Innovation of Shoring of Foundation, It includes three fields :one is safeguards system of substance and information ,another is the core of sharing systems,the other is the professional person.Under the policy guidance of the National Science and Technology Basic Condition Platform and the practical case,Hebei government map out the Hebei Science and Technology Basic Condition Platform.the main aim of Hebei Science and Technology Basic Condition Platform is that it will smash monopoly in general information and share the effort.The geographical information data base is one of the basic science and technology data base and the important component section. Aboat 80% in comprehensive management and its auxiliary dicision of the government relate with the geographical information in geographical space and spacical auxiliary dicision, the Geographical Information Data Base is the information carrier and the platform of spacial location in statistical data of economy and society.The geographical information data base main include:the basic geographical information data bases and the geographical resource information data bases.The development of E-government tightly relates with the Geographical Information Data Base.With the finished geographical information data bases,they make well foundation for the development of E-government,but the building of general and sharing geographical information data bases in the department and professionalism must strengthen .This paper discussed the development of the Geographical Information Data Bases,it focus discussed the concrete construction of the Basic Geology and Land Data Bases,and then discussed relation with E-government. This paper include three sections:In the Chapter1,it discussed not only the meanings and contents but also the progress of Hebei Science and Technology Basic Condition Platform.In the Chapter2, it discussed the major meanings and the conception of the Basic Geographical Information Data Bases and the Geographical Resource Information Data Bases.In the Chapter,it also gives the plans and ways aboat the construction, conformity and sharing of related data bases in Hebei Province.In the Chapter3,from the Basic Geology and Land Data Bases which one of the Basic Geography Data Bases in Hebei Province,this paper discussed the construction of data bases and its relation with E-government.It also gave the conception and ways aboat the eight sub-data bases.Under the guidance of the Science and Technology Basic Condition Platform, this paper made a greater contribution to the basic geology and land data bases in thought and framework.更多还原
