河北省警察擒拿格斗培训体系现状及对策研究

【摘要】 针对“如何减少警察伤亡”这一问题,公安部门自1996年以来,相继出台了一系列有关擒拿格斗培训的文件及政策,加强了擒拿格斗培训体系的建设。2001年实施了《人民警察训练条令》,2004年开展“大练兵”活动,2006年开展“三基建设”活动。这些活动中明确提出了,加强擒拿格斗培训体系建设和强化警察擒敌自卫技能培训的要求。各级公安部门也相继出台了系列落实措施。但是,近年来警察的伤亡数字仍居高不下,“斗不过、打不赢”的现象仍然存在。公安部新闻发言人武和平曾指出:不完善的警察擒拿格斗培训体系是造成流血牺牲事件屡屡发生的一个很重要的原因。本文通过运用文献资料法,调查法,特尔菲法,数理统计法,逻辑分析法。对河北省警察擒拿格斗培训体系制度、组织、资源和考核情况进行了调查,广泛征求各培训处专家的意见,提出在以下几点亟待加强:1.河北省警察擒拿格斗培训体系管理制度不完善,培训管理人员少,力量不强,培训组织力度不够。2.河北省警察对擒拿格斗培训的认识存在误区,擒拿格斗培训没有与评优晋升相结合,没有健全的培训考核制度,警察培训积极性不高。3.擒拿格斗培训经费投入不足,基地建设力度小,培训基地建设不正规。4.擒拿格斗培训缺少实战内容,没有实行“轮训轮值,战训合一”培训方式。5.擒拿格斗教官队伍素质差,没有实行教官制。更多还原
