【摘要】 资源型城市的发展一直是人们关注的一个问题。由于资源型城市的特殊性,在城市建设初期,主要是作为资源基地和矿区进行建设的,缺乏对今后发展的长期规划和管理。随着时间的推移,加上资源的有限性和不可再生性,越来越多的资源型城市进入了开采的成熟期和资源的枯竭期,一些城市出现了转型困难等问题,个别资源枯竭型城市已经陷入了发展的困境,经济社会矛盾十分突出。所以很有必要探讨资源型城市的转型,为更多的资源型城市发展提供借鉴和参考。论文结合国内外资源型城市发展和转型的经验,以可持续发展理论和生命周期理论为指导,通过资源型城市一些相关概念的界定和区域背景、概况的介绍,以甘肃省资源型城市—嘉峪关市为典型案例,构建包括区位指数、基础设施指数、资源子系统、经济子系统、环境子系统和社会子系统的指标体系。首先运用层次分析法对嘉峪关市的现状(2005年)进行定量评价,然后从产业结构与空间结构两个层面切入,对嘉峪关资源型城市的空间优化和产业调整进行深入探讨,提出了空间与产业整合发展的目标、思路和具体设想,并提出了实现转型发展的具体途径。最后,本文提出了嘉峪关市转型的对策措施与政策建议,包括理顺企业和政府关系,转变政府职能,创造优良的转型环境;实施人才强市战略,提供人才保证和智力支持;拓宽就业渠道,健全社会保障体系投入力度:加大财源建设扶持力度:城市发展向节水型转变;处理好各种关系,建设资源节约型和环境友好型社等方面。更多还原

【Abstract】 The development of resource-based city is one of the most important issues that people concerned. Because of its particularity, resource-based city was built as resource base and diggings in the early city construction, lacking of the long-term planning and management in future. As time went by, more and more resource-based cities entered into the stage of mature and exhaustion owning to the finite and non-regeneration. Therefore, many problems have been raised in some resource-based cities, and a few resource-based cities have gotten into trouble and serious economic & social conflicts. So it is very necessary to probe into the development and transition of resource-based city , and to provide resource-based city with some useful reference.Under the direction of sustainable development theory and life-cycle theory, combining the development and transition experience from resource-based cities home and abroad, the thesis builds index system that included resource subsystem, economic subsystem, environmental subsystem and social subsystem. After differentiating and analyzing the notion that related resource-based city and introducing regional background and general situation., the author take Jiayuguan city, one of the resource-based cities ,as a typical example. First of all, the thesis assesses quantitively the present situation (2005) of Jiayuguan city by using AHP. Secondly, the thesis focuses on reallocation of spatial structure and adjustment of industry structure, and presents goals, thoughts, prospects and approaches of integration development of spatial structure and industry structure.Finally, the thesis puts forward some countermeasures and policy advises including harmonizing the government and the enterprise; making the person of talent to enforcing the power of the city development; taking up the occupation; developing social safeguard and security system; building the sociality op beautifying environment and saving resources, and so on.更多还原
