【摘要】 建设社会主义新农村,要有好的带头人。乡村干部综合素质的高低关系到农村经济的发展和人民生活水平的提高。乡村干部的培养已成为农村人力资源培训与开发的一个重要组成部分。目前,从我国乡村干部培养的现状来看,乡村干部培养的实际效果不尽人意,存在着一些问题。一个突出问题是乡村干部培养缺乏针对性,调动不起乡村干部学习的积极性。针对这些问题,结合呼图壁县农村的实际情况,探索出了一条乡村干部培养的新模式,即“订单式”乡村干部培养模式。本研究对呼图壁县基于“订单式”的乡村领路人工程进行了实证分析,对乡村领路人工程的实施情况、特征、影响等进行了分析,并从乡村领路人工程的满意度、使用效果、培训绩效三个方面进行了综合评价。通过评价可以得出,乡村领路人工程是一种高效的模式,针对性强,值得推广,但各地农村应结合实际情况加以采取。作为一种尝试性探索的模式,难免会存在着一些不完善的地方。针对培养模式实施中不完善的地方,提出了相应的措施和对策建议。更多还原

【Abstract】 The construction of socialism new countryside must have the good leaders. Their quality situation relates with the development of the rural economy and improving the people’s living conditions. Their cultivation has become an important constituent of countryside human resources training and development. From the present situation, the actual effect of the village cadre training is not very perfect. There are some problems. A prominent problem is the lack of specific training of village cadres, can not afford to arouse the enthusiasm of the village cadres. To solve some problems, according to the reality of the countryside, the Hutubi County, explored the new pattern about the village cadre training," orders" village cadres training mode. This research carry on the empirical Analysis based on the order pattern of "villages torchbearer", the Hutubi County, The article analysis the implementation situation, the characteristic, the influence of "villages torchbearer" project, and conducted totally three aspects evaluation from degree of satisfaction ,the use effect, the training achievements of "villages torchbearer" project. Through the evaluation, we can be obtained that "villages torchbearer" project is one kind of highly effective pattern, well-targeted. It is worth promoting. But each countryside in light of the actual situation should perform. As one kind of attempting exploration pattern, it is inevitable that there will be some imperfections.
