【摘要】 农业是国民经济的基础，农业现代化水平的高低直接影响国民经济的发展，推进农业现代化对全面小康社会和社会主义新农村建设意义重大，而提高农业科技进步贡献率是促进我国农业现代化的重要举措。农业科技示范园作为农业科技时代的一种全新的经济发展模式，已成为我国现代化农业发展的重要形态。它引起了农业组织方式、资源配置方式、农业经营方式和管理体制的变革与创新，显示出了广阔的前景与巨大的生命力，正在成为现代农业建设的导向性工程。作为集研发与示范推广功能于一身的农业科技示范园区的建设，在农业技术进步中起到重要作用，对推进农业现代化进程、全面实现小康社会和建设社会主义新农村意义重大。近年来，农业科技示范园区建设与发展中面临诸多问题，究其核心是可持续发展理念缺乏，从而导致其应具备的集聚与扩散效应功能不足，这极大地制约着农业科技示范园区自身的发展，更影响到农业技术的研究开发与示范推广。本研究在广泛收集资料的基础上，结合农业科技示范园区建设基本理论和可持续发展理论等，以扬州市农业科技示范园区为例，对扬州市农业科技示范园区建设发展的现状、问题进行研究，探讨扬州市农业科技示范园区可持续发展的对策，从而促进其可持续发展。论文研究一方面丰富了农业科技示范园区可持续发展理论，同时为扬州市相关部门制定政策提供有益建议。论文的主要结论是：要按照可持续发展的理论对农业科技示范园区进行整体规划；农业科技园区人才的培养、挖掘和引进，是农业科技园区经营成败的关键，要提升人力资本；鼓励高校和农业科研院所积极参与农业科技园区的建设，农业科技园区的开发建设要坚持走产学研一体化的道路；促进园区多元投资：加快园区机制创新，以建立效益更好、生产率更高的新的农业生产和科技服务体系；推进园区产业化经营，使园区的科技示范、科技转化产生最终的经济效益；建立农业科技示范园区可持续发展评估体系。更多还原

【Abstract】 The agriculture is national economy foundation, and the agricultural modernization level affects the development of the national economy directly, so promoting agricultural modernization is most important for the whole well-off society and new socialism rural reconstruction. The important measure which promoting agricultural modernization is raising the contribution rate of agricultural science and technology advancement. Agriculture science and technology park has become an import form in our modernization agriculture as a new kind of economic development mode in the agricultural hi-tech times. It causes changes and innovations of agricultural organization, resource allocation, agricultural operation mode and management system and demonstrates a great vitality and bright prospects, it is becoming a directive project of modem agriculture. The demonstration garden of agricultural science and technology, which has the function of research, demonstrate and popularization, plays a vital role in the agricultural science and technology advancement, It is of big significance to promote agricultural modernization process, fully realize a well-off society and build a new socialist countryside.In recent years, there are many problems in the reconstruction and development of the agricultural science and technology advancement, and the core matter is short of the sustainable development idea. Thus, this caused that the concentrating and spreading effect is insufficient, so this is enormously restricting the development of the demonstration garden of agricultural science and technology, and this even affect the agricultural research, demonstrate and popularization.This research take the demonstration garden of agricultural science and technology in Yangzhou for instance on the basis of extensive research combining the basic theory of demonstration garden of agricultural science and technology and the theory of sustainable development. This text conducts a study on the development of the current situation and existing problems of the demonstration garden. It also discusses the method for the sustainable development and provides the beneficial countermeasures of building the demonstration garden of agricultural science and technology in Yangzhou.. On one hand, the text enrich the theory of sustainable development, on the other hand it searches for policies and provides useful suggestions for the relevant departments in Yangzhou.The conclusion follows. Get an overall planning according to the theory of sustainable development of agricultural science and technology demonstration parks. Enhance human capital because it is the key to successful operation of the demonstration garden through training, tapping and introduction of personnel. Encourage the universities and agricultural research institutes to take an active participation in the construction of the park. The development and construction of the park should follow the way of integration of production, study and research. Realize the diversification of investment. Accelerate the innovation of the park in order to build agricultural production and new technology systems which have better efficiency and higher productivity. Promote the industrialized management of the park, so the park’s science demonstration and sci-technology can transformed the ultimate effectiveness.
