【摘要】 本文通过系统分析什邡市农户土地利用行为发生所处的经济环境和土地制度环境,即在家庭联产承包责任期30年不变和市场经济不断发展的基础上,非农就业机会增多,在农户的经济收入中非农收益所占比重提高,而农业收益所占比重下降。阐述了什邡市农户土地利用行为此环境下各种方式的变化,主要包括农业种植行为、劳动力要素投向变化、肥料施用变化、农药施用变化以及农业生产技术的选择等,既农户这一系列行为变化对农户福利、土地质量和农业生产效率产生的影响。在此基础上,进一步对影响农户土地利用行为的因素及其主要根源进行分析,提出了以期实现农户土地利用行为良性循环的政策建议。通过分析,本文得出以下主要结论:什邡市农户土地利用过程中主要通过土地利用方式的选择,农业生产要素投入选择等行为对土地质量和农业生产效率产生影响。说明了土地产权的激励作用是和土地所能带来的经济收益成正相关的关系。随着市场经济的不断深入,农户家庭自身拥有了更大的经营自主权,此时支配农户土地利用行为的决定力量是农户对土地未来收益的预期即决定农户进行家庭经营行为选择的将是农产品价格及农户农业收入等经济利益的驱动因素。一定有效的经济激励方法可以促使农户土地利用方式趋向于优化的方向,实现农业生产的良性发展。政府可以采取一定的措施来降低农户的农业生产成本,增加农业生产收益,影响农户的土地利用预期,进而影响农户的生产决策行为,促使农户采取可持续的土地利用方式。更多还原

【Abstract】 This paper, is in order to understand the nature of farmer’s production behavior associated with households and to study the impact on agricultural production efficiency. This article has analysis the economic and land institution environment systemic in which the ShiFang farmer household’s land use behavior occurs. And expounded when the farmer is in such a kind of environment, namely the 30 year contract time is invariable under the household responsibility system, and with the development of market economy, the non-agriculture employment opportunity increases. In the farmer household income, the proportion of non-agriculture income is increasing but agricultural income is droping. So ShiFang farmer’s land use behavior is occured in this kind of social economic environment. Author after analyzing the land-using types of the farmers’in Sichuan ShiFang city and described the changing way including: the agricultural plant behavior; the labor force plough into; the fertilizer used; the pesticide used; the agricultural technology choiced. We illuminate the influence about farmer’s welfare, the land quality and the agricultural production efficiency. Finally, the article explored the factors affect farmer’s land use behavior, educed the main driven factors. The author realized that the farmers mainly have an impact on the land quality and agricultural productive efficiency,through choosing the land-using types. The author tries to explore the policies and ways to solute the restrictive factors in the process of achieving sustainable land-using way. At last the author bring forward ways and methods to achieve sustainable land use behavior, to realize the Positive cycle of China farmer household land use behavior, benefit for the agricultural production.The results show that,in Socialist market economy, farmers have freedom to make decisions, and when land and labor markets are completely, low farm prices and low income of farmer and other economic factors not land tenure caused sagging productivity. So the dominant factor of controlling the farmers’and-using actor is the expection of the future earnings driven by economic profits. Effective driving mechanism will promote the patterns of farmer’s land-using to develop the sustainable using tipes. The government can carry out some policies to affect the expection of the farmer’s land-using and the farmer’s productive decision-making behavior.
