【摘要】 城市是人类文明进步的标志，城市的发展有其自身的客观规律，城市化是城市发展的必然结果。城市群是现代城市化发展的趋势，是区域城市化高级阶段的现象。新世纪之初，国家提出了“振兴东北老工业基地”的战略决策。由此，黑龙江省委、省政府从区域经济发展入手，提出建设哈大齐工业走廊战略决策，加快哈大齐城市群的现代城市化进程。因此，如何全面科学地理解和把握这一战略举措，促进哈大齐城市群健康、合理、稳定地可持续发展，成为现阶段政府部门和城市建设工作者共同面临的一项重要课题。本文正是基于此课题，采用定性与定量相结合的分析方法，对哈大齐城市群发展水平进行综合评价。此研究不仅有利于黑龙江省政府对该区域现状发展水平的全面剖析，为该城市群进一步发展做出准确定位，而且还有利于填补以往学者对城市群发展理论研究停留在定性描述方面、定量分析较少的不足。论文首先总结了国内外城市群的相关研究综述和“哈大齐城市群”的背景研究；其次阐述城市群的基础理论和城市群形成的动力机制；再次结合国内外研究成果构建城市群发展水平的评价指标体系，并引入层次分析法对各评价指标进行赋值；最后界定哈大齐城市群的空间范围，从空间结构、规模结构、职能结构三方面对该城市群进行现状分析研究，并运用模糊综合评判法对哈大齐城市群发展水平进行综合评价，进而提出加快哈大齐城市群建设对策。更多还原

【Abstract】 City is a symbol of the humanity civilization. The city development has its own objective regulation. Urbanization is the inevitable result of the city development. As the modern urbanization development tendency of urban agglomerations is an advanced stage phenomenon of regional urbanization. At the beginning of the new century, the country proposed the strategic decision——"Promote the Northeast Old Industrial Base". And then, Heilongjiang Province Party Committee and Heilongjiang province Government which consider the region economy development advance this strategic decision and propose that they should construct the Hadaqi Industry Corridor, speeding up the urban agglomerations in Hadaqi the modem urbanization advancement. Therefore, at present, it is a vital research subject on how understand and keep to the strategy all-sidedly scientically, promoting the urban agglomerations in Hadaqi to health, reasonable, stably the sustainable development for the government department and the city construction worker.On the basis of the research subject, the paper integrates qualitative analysis with quantitative analysis and gives a comprehensive appraisal to development level of the urban agglomerations in Hadaqi, which not only is advantageous to the Heilongjiang provincial government to this region present situation level of development comprehensive understanding and further develops for this urban agglomerations which makes the accurate localization, but also is advantageous to the fill former scholars pause to the urban agglomerations development fundamental research in the qualitative description stratification plane, quantitative analysis less insufficiencies.At first, the thesis summarizes the background research which the domestic and foreign urban agglomerations correlation research summary and "urban agglomerations in Hadaqi" the concept proposed. Secondly, the paper elaborates the urban agglomerations basic theory and its forms power mechanism. Thirdly, on the basis of domestic and foreign research, we build an target system which appraises the development level of urban agglomerations. Finally, this paper ascertains the scope of urban agglomerations in Hadaqi. The thesis gives a deeper comprehensive analysis on the current situation of Hadaqi urban agglomerations including its scale degree structure, function structure and spatial distribution, and gives a comprehensive appraisal to it by using fuzzy comprehensive evaluation.
