【摘要】 循环经济发展模式是与传统经济模式“资源消费——产品——废物排放”开放型的物质流动模式相对应的“资源消费——产品——再生资源”闭环型的物质流动模式。循环经济以资源利用最大化和污染排放最小化为主线，将清洁生产、资源综合利用、生态设计和可持续消费等融为一体，进而从根本上保护稀缺的环境资源，提高环境资源配置效率。中小企业作为国民经济发展中不可忽视的力量，在活跃城乡经济、满足社会需要、吸收劳动力就业、开发新产品等方面发挥着重要作用。作为循环经济战略中最重要的微观发展主体，现阶段我国中小企业在发展循环经济，推行清洁生产过程中，受到众多因素制约，如企业发展资金不足、技术革新能力差、企业竞争力不强、发展方向不明等，阻碍了循环经济发展进程。因此，本文选取发展较为迅速的黑龙江省中小企业作为研究对象，在充分分析黑龙江省中小企业发展循环经济的内部条件和外部环境、企业发展循环经济现有支撑体系的基础上，提出构建中小企业发展循环经济的要素支撑体系，对黑龙江省中小企业发展循环经济、节约资源、提高效益、减少环境污染、提升企业竞争力和生命力、实现资源环境和经济发展双赢提供了有效途径。全文分为三个部分，共六章。第一部分为论文的第一章至第二章，是总论部分。第一章概述了论文研究背景、研究目的、研究意义、国内外研究动态，以及论文研究的主要内容、研究方法和研究的基本技术路线。第二章是论文研究的理论基础，包括循环经济基本理论和后文构建支撑体系依据的基本理论，从理论层面为论文写作奠定了坚实的基础。第二部分为论文的第三章至第五章，是论文的核心部分。第三章分析了黑龙江省中小企业发展循环经济主要的内部条件和外部环境，结合相关数据，运用SWOT模型分析了影响企业发展循环经济的各主要因素的具体作用程度，通过层次分析排序，找出制约企业发展的最重要因素，进而对中小企业发展循环经济进行了战略选择，得出企业应定位于以外部机遇为主导的开拓型战略，是支撑体系构建的量化理论基础。第四章着重从法律、行政、经济、技术方面分析了当前黑龙江省中小企业发展循环经济支撑现状及存在的问题，是构建支撑体系的现实基础。第五章提出了构建和完善适合黑龙江省中小企业发展循环经济的支撑体系，并就如何建立以制度创新支撑体系、融资支撑体系、技术创新支撑体系三方面为主体的循环经济支撑体系具体的措施和方法，提出了建设性的意见和建议。第三部分为论文的结论部分。指出应通过政府、中介机构、科研院所和社会等各支撑主体建立有效促进中小企业发展循环经济的支撑体系，进而形成区域循环经济系统。更多还原

【Abstract】 The development mode of circular economy representing"resources consumption—product—reuse resources"is opposite to the traditional one, namely"resources consumption—product—waste deposition". It marks both the maximum of resources utility and the minimum of pollution and gets clean produce, compositive resources utility, evaluation of product lifecycle and sustained consumption together, in order to protect the limited environmental resources and rise up the allocated efficiency of environmental resources on the root.Medium and small-sized enterprises regarded as a great part in the national economy are playing an important role in improving economy, satisfying demand, absorbing labor, exploiting new product and so on. As the most important microscope subject in developing circular economy strategy, today there are so many factors limiting them to carry on this strategy, such as lacking necessary capital and techniques, weak competition ability, indistinct developing direction so forth. Therefore, this paper chooses Heilongjiang medium and smallsized enterprises which is developing rapidly and aims to analyze internal and external conditions and the status quo of their recent support for them to develop circular economy and then puts forward the support system to facilitate this kind of development. It is helpful to establish and complete the support system which functions not only in saving resources, enlarging benefits and reducing environmental pollution but also in enhancing the competitive and existent ability and finally carrying out profits in both resource and economy.The paper consists of three parts including six chapters.The first part is the pandect containing the first and second chapters. In the first one, this paper summarizes the background, purpose, purport, national and foreign trends, general content and basic technical course of the research. The second one is the theoretic basis including theories of circular economy and theories about the support system established later, which is the foundation of the paper in theoretic aspect.The second part is composed of the third, fourth and fifth chapters, which is the core of the paper. The third one analyzes the internal conditions and external surroundings for Heilongjiang medium and small-sized enterprises to develop circular economy and with data establishes the SWOT model to assess the function of every factor. The fourth one analyzes the status quo of the support and problems for Heilongjiang medium and small-sized enterprises to develop circular economy, which is the basis of the establishment of the support system in the next chapter. In the fifth one, the paper puts forward the support system for Heilongjiang medium and small-sized enterprises to develop circular economy and finally woks out the suggestions and measures about how to establish the financing support system, the technical innovation support system and the institutional innovation system.The third part is the conclusion. In the last part the paper suggests that we should connect the government, agency and scientific research institutions and universities to establish the type of support system to facilitate medium and small-sized enterprises to develop circular economy and forms regional circular economy system.更多还原
