【摘要】 农村公共物品是农村经济社会发展的基础，关系到我国社会主义新农村建设的成败。能否有效为广大农民提供其生产生活所需要的各类公共物品，对于顺利开展农村经济工作、缩小城乡差距、解决二元经济结构问题、实现城乡和谐统一发展都具有极其重要的意义。有鉴于此，本文拟选取农村公共物品供求矛盾作为分析的切入点，深入研究了有效解决这一矛盾的供求机制建设及其配套措施。首先，本文系统研究了公共物品供求的基本理论，清晰界定了公共物品的概念、范围、特征，提出农村公共物品的特性，并根据本文分析的需要对其进行分类，指出各类农村公共物品对农村经济发展的促进作用；其次，利用历史分析的方法，系统考察了人民公社时期、家庭联产承包责任制时期和农村税费改革后这三个阶段农村公共物品供给与需求的历史变迁过程，并分析了在不同阶段农村公共物品供求失衡状况；再次，以福建省为例，考察国内农村公共物品的供求现状和存在的问题；最后，提出构建农村公共物品供求矛盾解决机制和配套支撑体系。更多还原

【Abstract】 Public goods in the countryside are the basis for the development of economy, which is relevant to the successful construction of new countryside. The availability of public goods for farmers has an important significance on the development of economy, the decreasing of the gap between the city and the countryside, soh, ing the matter of dual structure economy and the harmonious development for city and countryside. In view of this, the paper analyzes the demand-supply problem and related measures. First of all, this paper studies the basic theories of public goods in demand and supply, defines the concept, range and characteristics of public goods and classifies them according to the paper. Second, using the way of history analytical means, the paper points out the historical process of public goods in the stages of people’s commune, household contract responsibility system with remuneration linked to output, and expenses of taxation and also points out the unbalanced condition in those various stages. Besides, takes Fujian province for example, analyzes the supply and demand condition and existing problems. Lastly, it puts forward the way to solve the problem with relevant supporting systems.更多还原
