【摘要】 本文以内蒙古牧区作为区域视角，研究剩余劳动力的转移问题，从理论上为牧区剩余劳动力转移问题提供必要的参考价值。本文以实践调查为基础，综合运用了问卷法、案例法、对比法和数理统计等方法，最突出的是本文从民族视角出发，应用民族学、社会学的方法分析了牧区剩余劳动力转移问题。牧民在文化心理、语言和生活习惯等诸多方面与非牧民有着明显的差异，正是由于这些差异导致了在剩余劳动力转移这一问题上，牧民有着自己的民族特殊性，这种特殊性决定了对待牧区剩余劳动力转移问题要与农村剩余劳动力转移有所区别，需采取不同的对策措施，以达到更好的效果。牧区剩余劳动力转移问题虽刚刚起步，但有着自己的独特之处，在社会主义新农村新牧区建设中同样具有举足轻重的地位。牧区剩余劳动力的转移对牧区、对整个经济社会都有着巨大的经济效益、社会效益和生态效益。牧区剩余劳动力转移问题具有重要的实践意义和理论意义，它是牧区经济增长的直接动力，是提高牧民整体素质的重要手段，能够促进城市化和工业化的进程，能够促进内蒙古和全国的经济和社会发展。从理论上探讨牧区剩余劳动力的转移问题，开辟了“牧区”这一新兴而又特有的理论研究领域，丰富了剩余劳动力转移的理论内容。更多还原

【Abstract】 The paper takes Inner Mongolia pastureland as main area, studying the problem of the diversion of surplus labor force. It supplies the accessible reference evaluation to the problem of the diversion of pastureland surplus labor force in theory.The paper bases on the practical investigation, comprehensively utilizing questionnaire, precedent, contrast and statistics etc. The most outstanding is that it starts from national minority vision, analyzing the problem of the diversion of pastureland surplus labor force with ethnology and sociology. Herdsmen have obvious difference with non—herdsmen on the literacy, language and lifestyle etc. As to these differences, herdsmen have their own national minority particularity. It is the national minority particularity that determines to take different countermeasures on the problem of the diversion of surplus labor force from pastureland, differing with countryside, to obtain better effect. Although, itis at the first of stage, it has its own nationalminorityparticularity and plays the same decisive role among the construction of new countryside and pastureland in Socialism. The problem of the diversion of surplus labor force from pastureland has huge benefits of economic, sociality and ecology for the pastureland and the whole society.The diversion of surplus labor force in the. pastureland is of important practical and theoretical meaning.
