【摘要】 随着互联网的飞速发展,网络虚拟社区的日益成熟,网民素质与政治参与问题日益突出。网络的虚拟性,带来了人性的解放;网络的开放性,带来了网民素质的参差不齐;网络的交互性,带来了网络政治参与的快速发展。网络时代,网民素质与网民的政治参与水平存在怎样的相关性关系,成为网络时代建设新型民主政治的新问题。本文综合运用政治学,心理学,统计学,社会学,计算机科学等多方面理论知识,探讨了网民素质和网民政治参与的内涵及意义。在参考大量文献资料的基础上,运用现代人才测评技术,通过网络调查的方式,收集网民对各种相关问题的看法,态度,从而了解现阶段网民的基本素质和政治参与水平基本状况,及影响网民素质和政治参与水平的各种因素。本文不仅充分地研究了网民素质与网民政治参与水平的相关性关系,还从微观的角度探讨了影响网民素质与政治参与水平的各种因素,并比较了网民网络政治参与水平与现实政治参与水平的不同。针对研究结果,提出对策及建议,为国家民主政治建设提供有效的参考依据。更多还原

【Abstract】 With the rapid development of the Internet, online virtual community is becoming more and more mature; as a result, netizen quality and political participation issue have become increasingly prominent. Virtualization of network brings total liberation of humanity; openness brings to the uneven quality of the netizens; Interaction leads to rapid development of political participation. In this internet era, relationship between netizen quality and political participation is becoming a key issue of building a new democracy.This paper presents a discussion on insights and significance of netizen quality and political participation by integrating theoretical knowledge such as Political Science, Psychology, Statistics, Sociology, Computer Science and etc. After referring to a large number of documents, the author used modern talent evaluation technology and collected netizens’ attitudes towards the related issues by survey through the Internet, so that we can understand netizens’ basic quality and political participation situation as well as factors which influence netizen quality and the extend of political participation.This research not only focuses on relationship between netizen quality and level of political participation, but also further discusses factors that influence the two aspects from a microcosmic perspective. Moreover, this paper compares different political participation level between internet and actual life. According to the findings, the author proposes some recommendations in order to provide national democracy construction with effective references.更多还原
