【摘要】 在当今知识经济时代,技术创新和专利战略已经成为企业生存发展和创造新竞争优势的基础和源泉,是企业在激烈的市场竞争中赢得国内国际市场、实现可持续发展的有力武器。发达国家的企业凭借其强大的技术优势和雄厚的资源投入,在进行技术创新的同时,积极运用专利战略保护自己的技术创新成果,并把专利战略的实施覆盖到我国和关系到他们权益的每一个国家,抢占市场,以获取巨大的经济利益。专利产业化是技术创新活动的一个关键环节和实施专利制度的根本目的;专利产业化工作是知识产权工作和知识产权战略的重要组成部分,是知识产权“创造、管理、保护、运用”的实践环节,是知识产权向现实生产力转化的最终表现。重庆地处东西结合部,是我国西部唯一的直辖市,在西部大开发中能够发挥承东启西、左传右递的龙头作用,起到窗口作用和辐射作用,重庆市在建设长江经济带、推进西部大开发中具有重要的战略地位。重庆市自主知识产权专利产业化示范项目扶持建设是促进重庆市专利产业化、提高企业整体竞争力、培育新的经济增长点、促进重庆市知识产权战略实施、带动长江上游和西部地区经济发展的需要。将一些重点的自主知识产权专利技术作为产业化示范项目,对其进行扶持,激励其广泛吸纳国内外先进适用的专利技术,对提高重庆市企业的自主创新能力以及产业核心竞争力,壮大重庆市产业的整体规模和实力,具有很强的带动作用。本文对重庆市自主知识产权专利产业化示范项目扶持建设的现状、存在的问题以及产生的原因进行了深入系统的分析,在与国外发达国家和国内其他省份专利产业化状况作对比并借鉴其成功经验的基础上,综合运用理论分析与经验分析相结合、定性分析与定量分析相结合、规范分析与实证分析相结合、文献研究方法和比较研究方法等方法,提出重庆市自主知识产权专利产业化示范项目扶持建设的对策建议,为企业和政府提供参考和借鉴。更多还原

【Abstract】 Nowadays, in the knowledge economical time, the technical innovation and the patent strategy already became the foundation of the enterprises to survive, develop and create the new competitive advantages, which also was the powerful weapon to win the domestic and international market in the intense market competition, and realize the sustainable development for the enterprises. While the developed countries’enterprises are carrying on the technical innovation, they which rely on their formidable technical superiority and abundant resources positively utilize the patent strategy to protect their own achievements in technical innovation. They seize the market, and gain the huge economic benefits through covering the patent strategy on our country and each country which relates their rights and interests. The patent industrialized is the essential link of technical innovation and the basic goal to implement patent system. The work of patent industrialized is the important constituent of intellectual property work and strategy, the practice link of“the creation, the management, the protection, the utilization”, and the finally performance in which the intellectual property rights transform to the realistic productive forces.Chongqing is situated at the union between east and west. It is the only municipality in the west. It can not only display in the western development, but also have the functions of the window and the radiation. Chongqing has the important strategic status to construct the west and the Yangtze River economical belt. The supported construction of patent industrialized demonstration project with independent intellectual property rights in Chongqing is the requires of promoting the patent industrialized in Chongqing, enhancing the whole competitive abilities of the enterprises, cultivating the new point to grow economy, promoting to implement the intellectual property strategy in Chongqing, and leading up the economy. Some key independent intellectual property patent projects are taken in the industry demonstration projects, which can be supported and derived to absorb the domestic and foreign advanced suitable patents widely. It has very strong impetus function to enhance the core competitive and independent innovation abilities of Chongqing’s enterprises, expand the scale and strength of Chongqing’s industries.This article studies the present situations, reasons and existence questions of the supported construction of patent industrialized demonstration project with independent intellectual property rights in Chongqing. On the base of comparing the patent industrialized conditions of developed country and other domestic province, this article proposes the countermeasure research on supported construction of patent industrialized demonstration project with independent intellectual property rights in Chongqing, and provides the reference and the model for the enterprise and the government through the methods which unify the theoretical analysis and the experience unifies, the qualitative analysis and the quantitative analysis unifies, the standard analysis and the real diagnosis analysis.更多还原
