【摘要】 公共工程在一个国家经济发展中处于基础性地位,大力发展公共工程建设是我国向工业化社会迈进的过程中一个不可逾越的阶段。国际经验也表明,公共工程是实现工业化的基础和推动经济快速持续增长的主动力。因此,上世纪80年代以来,世界各国纷纷通过项目融资的方式筹集更多的公共工程建设资金,以加快本国公共工程的建设步伐。BT模式就是在这一大背景下产生的在特定条件下使用的一种公共工程的融资方式。由于BT项目融资本身的融资结构相当复杂,涉及到数量众多的贷款合同、担保合同、施工合同等法律关系,是一个庞大的系统工程。本论文主要在以下几个方面对BT模式进行了系统的研究:(1)分析了我国公共工程建设项目发展的特点和现有融资渠道。通过介绍国外公共工程的融资发展,提出项目融资是公共工程融资渠道的发展趋势。(2)论述了BT模式的相关概念和其本质特性,分析了与其他融资方式的区别和BT模式在公共工程建设中的作用和问题。(3)分析了BT模式风险的阶段性划分和风险的类型,提出了融资风险防范的方法与措施。(4)广泛地参考国内外的相关文献,提出了一个较为规范和完善的BT项目融资的运作流程。更多还原

【Abstract】 The public project is at the foundational position in the economic development process and an insurmountable stage in the process of the industrialization. The international experience indicates that the construction of public project is the foundation of industrialization and the impetus of economic continuing increase. So, Since 1980s, the various countries apply the pattern of project financing to collect more the fund for stepping up the construction of public project.The BT pattern is the financing way of public project that is used in the specific condition. The BT pattern is a huge systems engineering because the financing structure of the BT pattern is quite complex and multitudinous loan contracts, guarantee contracts and construction contracts are involved in the BT project financing. This dissertation systematically has studied the BT pattern following several aspects:(1)This dissertation has analyzed the development characteristic and the existing financing mode of public project in our country and proposed that project financing is the development tendency of public project based on introducing the financing development of foreign public project.(2)This dissertation has discussed correlational concept and essential characteristic of BT pattern and analyzed the differences with other financing ways and the function and question of BT pattern in the construction of public project.(3)This dissertation has analyzed the risk division and risk types of BT pattern and proposed the method and measure of preventing financing risk.(4)Widely consulting the domestic and foreign related literature, this dissertation has proposed an normative operation procedure of BT project financing.更多还原
