【摘要】 随着信息技术的飞速发展,电子政务正在世界范围内展开。为了充分适应全球信息化、网络化发展的新趋势,各国都把电子政务放在政府公共治理的关键地位。在我国,在建设和谐社会的过程中,如何提高政府管理的水平,实现公共治理的和谐,已经成为社会广泛关注的一个重要问题。和谐的公共治理是社会和谐的重要前提,而政府是实施公共治理的主体。从这个意义上来讲,公共治理的和谐就是政府治理的和谐。从信息化时代的角度来看,影响公共治理和谐的因素很多,政府在推进公共治理的和谐方面也有多种途径,但不管选择哪条路,都要把借助信息网络技术、推动政务信息化、发展电子政务放在重要地位。这对改善政府的公共管理和公共服务,提高民众对政府的认同感和信任度,促进社会和谐,都具有重要意义。在信息社会中,政府将是最大的“信息密集组织”,信息网络则是电子政府的神经系统。如何利用这一系统来构建公共治理的和谐关系到我国和谐社会的实现问题。电子政务的发展过程就是对现有的政府形态进行信息化的改造过程,通过对政府信息的组织和利用帮助政府履行其行政和管理的职能,并进而帮助政府制定政策和进行决策,从整体上提高政府业务活动的有效性,效率和劳动生产率。随着信息社会的发展,电子政务与公共治理之间相互影响,相互作用的关系将会越来越明显。基于以上的理论考虑,本文以分析电子政务与公共治理的关系为基础来讨论如何实现两者的共同发展。第一部分是对本文的简介,第二部分与第三部分阐述了公共治理与电子政务的相关理论,以及国外的经验。第四部分立足我国的国情,对两者的关系以及国外在这方面的研究进行了深入分析。第五部分将分析的结果与现实相结合,提出有效发展电子政务与构建和谐公共治理的具体途径及建议。本文的创新之处在于,从理论以及现实的状况的角度分析电子政务与和谐公共治理的关系,并对两者如何实现共同与和谐的发展提出了建设性的意见。更多还原

【Abstract】 With flying development of IT, E-government is spreading all over the world. For adapting well to global informationization and new trend of the network’s development, E-government is put in the key position of government’administration by all countries. In China, in the process of building harmonious society, how to develop the level of government administration and achieve the harmony public governance has been an important problem attracts public’s abroad attention. Harmonious public governance is an important precondition of harmonious society,and government is the main body to put the public governance in practice. In this sense, harmony in public governance is the harmony of government administration. In information society, the government will be maximal "information concentrated organization". The information network is nervous system of the electronic government. How to use the system to construct Harmonious public governance refers to realization of the harmonious society. The development process of E-government process to carry on information-based reformation with existing of the government appearance, to help government implement its administration and manages by organizing and using government’s information, and then to help the government establish policy and carry on decision, improve the usefulness, efficiency and labor rate of production from whole top. With the development of information society, the influence and interact between the E-government and public governance will be more and more obvious.Thinking about the theory from above, the paper discusses how to realize the collaborative development of E-government and public governance on base of the analysis about the relationship between them. The first part introduces main content of the paper. The second and third part discusses correlative theory about E-government and public governance, along with experiences of the abroad. The forth part analyses relation between them and the analysis of the abroad deeply on the base of china’nation condition. The fifth raises particular ways and suggestions to develop E-government and establish Harmonious public governance efficiently by combine the analysis and truth.This paper’s creative point is analyzing the relation between E-government and Harmonious public governance in the view of theory and truth, proposing constructive suggestion about how to make them develop together and harmoniously.更多还原
