【摘要】 重庆在直辖的10年中无论是社会经济还是城市建设都取得了较大的成绩,而园区发展战略功不可没。硅谷作为国外早期的工业园区、苏州的工业园区作为我国非常成功的园区对重庆都具有指导意义。重庆本身独特的二元经济结构注定要走与其它城市不同的路。本文对重庆园区过去的发展进行了较为系统的总结,阐述了在重庆市城市发展进程中园区战略的成绩和作用,并提出了重庆园区发展中存在的问题:重庆园区的发展主要存在基础设施不完善、产业结构不合理、产业类型相对单一且缺少高新技术产业以及管理体制不健全等现象。在参考了国内外园区的发展事例之后结合重庆自身的发展情况提出了相应的解决措施:加大对园区的投入力度、丰富招商类型,适当限制产业结构比例以及明确管理角色,开拓管理思路。而后,由于国家宏观政策的调整及重庆自身发展战略的改变,使得原有园区的发展战略不能完全适应新形势下的要求,因此,提出了在新的发展战略下重庆园区发展的思路:①调整战略规划布局将工业主要集中于1小时经济圈内,又根据重庆市工业发展“退二进三”的发展思路,应把现在的主城甚至是都市圈作为发展第三产业的核心地带,而将1小时经济圈内除此之外的地带作为园区的重要布置地带。②发展支柱产业的同时大力发展高新技术产业高科技产业的发展已经日益成为决定一个国家国际竞争力和一个地域可持续发展的关键因素,重庆虽然是传统的重工业城市,但是在竞争力日益激励的今天,必须改变以往发展工业的思路,因此,应多设立高新技术园区。③重点发展川渝连接地带1小时经济圈内的西部将成为川渝连接地带,其发展好坏与否将直接影响双方合作的效果以及重庆对四川靠近重庆的城市的吸引力。更多还原

【Abstract】 It has been 10 years for Chongqing to become a municipality ,during the 10 years , Chongqing obtained a great progress and industrial concentrated district act an important role for that. Some quite successful example such as Silicon Valley in American and Suzhou industrial concentrated district has a guide role for Chongqing. To choose a special way for development is fully depend on her own unique economic structure. This article systematical summarize the past development of Chongqing’s industrial concentrated district, and expound its’development and role during the procedure of Chongqing. After refer to foreign documents and according to Chongqing’s reality, this article point out the problem of the industrial concentrated district : shortage of municipal foundation, unreasonable of industrial structure, comparative single of industrial type and lack of high-technology industrial. The solution is following: give more investment on industrial concentrated district, rich the type of industrial, suitable restrict the ratio of industrial structure, clear the role of management and open up the thought of manager. And then , as the adjustment of country’s Marco policy and changing of Chongqing’s development strategy, which lead to Chongqing’s original strategy can not suit for new demand, so this paper give some advice on how to develop industrial concentrated district in the future:①adjust the strategic planningConcentrate industries mainly into“one hour economic lap”, and according to“out the second industry in the third industry”thought of Chongqing’s industry, it should treat the present city as a core district to develop the third industry, mean while develop industry in other district of“one hour economic lap”.②Develop the pillar industry and focus on high-technology industryhigh-technology is more and more become a key role for the development of a country or a district. Although Chongqing is a tradition heavy industry city, it is essential to change the way of past development thought of industry. So, Chongqing should build more high-technology concentrated district in the future.③focus on developing the connection city between Chongqing and SichuanThe west cities of“one hour economic lap”will become the connection between Chongqing and Sichuan, whether they can develop good or bad will influence the effective of the corporation between the two parts and the attractive for the Sichuan city which near by Chongqing.更多还原
