【摘要】 农民工是伴随中国社会转型所出现的一个新型社会群体。社会、经济、政治、文化地位的弱势决定了农民工在体育参与中的弱势。在全面建设和谐社会背景下，构建全民参与的健身体系，其难点、重点之一就在于农民工体育发展问题的解决与否。研究表明：第一，农民工体育参与水平仍然较低，制约农民工体育参与的主要因素有：思想认识分歧、价值取向差异、体育资源稀缺、户籍身份屏蔽、发展手段困顿、余暇生活缺失。第二，享受基本的体育服务是公民的基本权利，应从保障农民工基本体育权利角度思考农民工体育的发展问题；农民工体育权利的挺立，以及政府对农民工弱势群体体育权利的维护与保障将使农民工体育参与实现对现实制约的超越；农民工体育权利实现过程中，国家应积极发挥导向、规范、保障、干预、救助等作用。第三，农民工作为农民向市民转化的中间环节决定了农民工具有既不同于农民也不同于市民的独特特征，同样，农民工体育也将具有不同于城市社区体育与农村乡镇体育的独特模式：农村乡镇体育模式不适合当前农民工体育发展的实际；城市社区是农民工体育的最终归属；以新型单位体育模式为主，以农村乡镇体育模式、城市社区体育模式为辅的三位一体模式是当前发展农民工体育的理想模式。更多还原

【Abstract】 The peasant laborer is a new model social group that appeared in the process ofChinese social transformation. The weak position in economy, politics, culture causedpeasant laborer weak position in sports participating. Under building harmonioussociety, we should construct a body-building system that can be participated by allpeople, whose difficult and great point lies in whether the-problem of peasant laborersports develops can be solved or not.Research indicated: Firstly, the sports participation level of peasant laborer is stilllower, The major factors which restrict peasant laborer sports participation are:divergence in thought, value difference, sports resource scarcity, identity registration,weary development means and busy life.Secondly, man and woman can enjoy themsdves in fundamental sports service,which is the elemental right of citizen’s. We should consider the development ofpeasant worker’ s sport as a problem of people’s right development. Regard the sportparticipation as peasant worker’s element fight and the government invest moreresources in peasant worker’s sport area would make more peasant workers enjoythemselves in sport. At same time, the government should take more positivemeasures such as interfering、helping、guiding to insure the quality of peasantworker’s sport participation.Thirdly, the peasant laborer is taken for the middle link in the process of peasantbecoming the city resident, which decide that the peasant laborer possess, the peculiarcharacteristic that is different from peasant as well as from the resident of a city. Atthe same time, the peasant laborer sports also possess the distinctive pattern which isdifferent from city community sports and rural area villages and towns sports; Therural area villages and towns sports pattern is unsuitable for the reality that currentpeasant laborer sports develops; The peasant laborer sports ultimately belongs to thecity community; It is the best pattern in developing peasant worker’s sport which iscombined with community sports pattern、villages sports pattern and unit sportspattern.更多还原
