太湖流域平原河网水资源价值评价研究

【摘要】 近年来,水资源短缺和水污染危机日甚。在社会主义市场经济体制下为保证水资源、水环境与社会、经济协调发展,合理的水资源价格将成为调整人们用水行为的重要经济手段,水资源的实物量和价值量核算势在必行。太湖流域是我国重要的经济发展区域,也是水资源问题突出的区域。本文选取2000年的太湖流域平原河网地区为研究对象,对水资源价值评价进行了探讨。首先,在已有资料的基础上,采用河网水量水质耦合模型对太湖流域平原河网的水量水质进行模拟。其次,概述水资源价值评价的各种方法,选择灰色理论方法对研究内容进行分析评价。根据灰色理论等知识体系,运用水资源价值的综合评价方法—灰色理论模型。而后,选取BOD5、COD、NH3—N三项水质指标,对各太湖流域平原河网2000年的年平均水质进行灰色聚类分析。评价结果表明太湖流域的平原河网水质总体较差,各分区年平均多数为Ⅳ类及劣于Ⅳ类水,水质的好坏受水资源的自身情况、地方人口和经济发展的影响很大。最后,选择各分区的水质、水量、人口密度和国民生产总值四项影响因素,采用灰色理论评判方法对太湖流域的各水利分区的水资源价值进行分析,结果比较得出各平原分区水资源价值的区别,并估算了整个流域平原河网地区的水资源价格,为分析该区域的水资源可持续利用提供了依据。
【Abstract】 In recent years, the water shortage and pollution are increasingly serious. In the socialistic market economy system, it is urgent for us to reckon water practicality and its value. To make the social progress and economy development harmony with the water resource each other. The reasonable water price will be an important way to adjust the water consumption.Taihu basin is a main developed area in our country, as well as an area of serious water resource problems. As a result, the date in 2000 about the plain river network of the area is selected to be the study object and the assessments of water resource value is discussed.Firstly, the water quantity and quality calculation are programmed depend on the data that could be gained.Secondly, according to the summarization of various methods of water resource value assessment, gray theory method is selected to analyze and estimate the study contents. Based on the knowledge system of gray theory, gray theory model which is an intergraded method of water resource value assessment is brought to bear.Thirdly, three water quality indexes BOD5, COD and NH3—N, are selected to be the factors, and the average water quality in 2000 of the river network is evaluated. The result shows that the general water quality of plain river network in Taihu Basin is rather bad, as most average water quality of each plain subarea is class IV or even worse. Water quality is affected greatly by water resources self-circs, population and economic development.Finally, water resources value analysis of every plain subarea in the Taihu basin is made using gray theory evaluation method as water quality, water quantity, population density and gross national product are selected to be the factors. The result produced the differences of water resource value between each subarea, evaluated Water Resource Value in Plain River Network of Taihu Basin and it is also help to the analysis of water resource sustainable utilization in the area.
